This role is conducted within the vision, mission, and strategic plan of the Insurance Authority. The Director of Digital & Integration Services serves as enterprise architect and steward of digital channels and integration platforms, converting corporate technology strategy into seamless, secure and scalable citizen‑ and employee‑facing experiences. The role includes performing relevant duties to support the implementation of the National Insurance Strategy (NIS).
Reporting to the Executive Director of Technology Implementation, this role will set the multi‑year vision, governance and financial discipline that unify middleware, APIs and data flows across diverse business systems. By orchestrating vendor ecosystems, standards bodies and cross‑functional agile teams, the Director ensures high‑throughput connectivity, regulatory compliance and continual service excellence. Success is measured through accelerated innovation velocity, optimized total cost of ownership and resilient digital services that underpin organizational growth and public‑trust outcomes.
and Tasks
- Design and own the multi‑year digital‑experience roadmap, ensuring alignment with the Executive Director of Technology Implementation and avoiding overlap with Application Management owned product backlogs.
- Develop and govern digital design standards, UX guidelines and API publishing policies that are consumed by internal product teams and external partners.
- Monitor emerging digital trends and recommend adoption paths that strengthen citizens and employee digital journeys.
- Direct the architecture of the Authority’s middleware, ESB and API gateway estate, guaranteeing secure, high‑throughput connectivity between business applications managed by peer Directors.
- Establish canonical data models, message standards and integration patterns, and chair the Integration Architecture Review Board to enforce compliance.
- Oversee delivery of microservices and data‑exchange initiatives, assuring interoperability without encroaching on core infrastructure responsibilities held by the Director of IT Infrastructure & Operations.
- Manage end‑to‑end performance of digital and integration services, setting SLAs, KPIs and resilience targets that feed into the enterprise Technology Operations dashboard.
- Coordinate problem‑management and root‑cause analyses for integration incidents, partnering with Application Management and Infrastructure teams to expedite fix deployment. Own the digital and integration services budget, prepare business cases and optimize total cost of ownership through license rationalization and cloud consumption controls.
- Lead strategic vendor governance meetings, negotiate contracts and ensure third‑party deliverables meet security, performance and regulatory standards.
- Guide, coach and performance‑manage Managers of Digital and Integration, cultivating high‑performing agile squads and succession pipelines.
- Present progress, risks and investment recommendations to executive committees and influence cross‑functional steering groups to embed integration thinking in all technology programs.
- Oversee departmental strategic planning, budgeting, staffing, and workforce management to ensure cohesive and efficient Digital & integration services operations aligned with IA’s strategic framework.
- Perform other job duties as assigned.
- Bachelor’s Degree in Computer Science, Software Engineering, Computer Engineering, Information Technology, Information Systems, Data Science, or a related field
- Relevant Professional Certificate is preferred
- 10+ years with Bachelor’s degree, 8+ years with Master’s degree, 6+ years with PhD
- 2+ years in leadership roles (preferred)
