Digital Transformation Expert - Cyber Security; Nca, Qiyas

Role Purpose

The Digital Transformation Expert will provide strategic and regulatory assurance on digital transformation initiatives, ensuring alignment with national digital policies, governance frameworks, and cybersecurity requirements within Saudi government or regulated environments.

• Assess digital maturity across governance, operating models, technology, and capabilities.
• Define target‑state digital transformation models and develop phased, prioritized transformation roadmaps.
• Validate alignment of digital strategies and initiatives with national policies, regulatory requirements, and organizational objectives.
• Review digital transformation deliverables for coherence, regulatory compliance, and practical implementability.
• Ensure compliance with Saudi digital and cybersecurity frameworks, including:
• Digital Government Authority (DGA) requirements
• National Cybersecurity Authority (NCA) requirements
• Qiyas Digital Government Measurement Index and related maturity indicators
• Assess foundational compliance with national data governance and data management requirements.
• Engage effectively with senior stakeholders and review Arabic-language documentation.

• Deep advisory experience in digital transformation within the Saudi market, particularly in government or regulated sectors.
• Strong knowledge of national digital, cybersecurity, and data governance requirements.
• Demonstrated experience in maturity assessments, target‑state definition, and roadmap development.
• Ability to critically validate strategic alignment and regulatory compliance of digital initiatives.
• Fluency in Arabic and proven experience operating within government or highly regulated environments.
