We are seeking a strategic and technical Program Manager to oversee the Operations and Maintenance (O&M) of enterprise IT infrastructure. This role is responsible for ensuring the successful delivery of ICT deployment projects, while maintaining the security, availability, and scalability of clients’ data centers, cloud environments, and network systems.
This role bridges high-level business strategy with day-to-day technical execution, ensuring that clients’ always-on environments meet stringent Service Level Agreements (SLAs).
Key Responsibilities:- Lead the long-term roadmap for infrastructure stability, lifecycle management, and hardware/software refreshes.
- Oversee Operations and Maintenance (O&M) activities for enterprise IT infrastructure.
- Ensure the successful delivery of ICT deployment projects across data centers, cloud environments, and network systems.
- Act as the escalation point for major outages and critical incidents.
- Drive Root Cause Analysis (RCA) to prevent recurrence of incidents and improve service reliability.
- Manage OPEX and CAPEX budgets, vendor contracts, and resource allocation.
- Ensure high availability, disaster recovery readiness, and SLA compliance.
- Oversee infrastructure lifecycle management from procurement and deployment to decommissioning and recycling.
- Manage third-party service providers, MSPs, and hardware vendors to ensure service quality and accountability.
- Use data-driven insights to support capacity planning and forecast future infrastructure needs.
- Ensure infrastructure compliance with industry-specific and client standards.
- Lead operational improvements using monitoring tools, KPIs, MTTR, and uptime metrics.
- Build a culture of continuous learning, accountability, and operational excellence within the team.
- Apply Agile or Kanban frameworks to ICT projects to improve delivery velocity.
- Strong knowledge of ITIL framework and IT Service Management, including Incident, Change, Problem, and Request Fulfillment.
- Solid experience in infrastructure lifecycle management.
- Strong expertise in High Availability and Disaster Recovery (DR).
- Experience in designing and maintaining zero-downtime architectures and conducting regular DR drills.
- Financial literacy in budget tracking, forecasting, and infrastructure investment justification.
- Strong vendor and SLA management experience.
- Ability to negotiate with and manage third-party service providers and hardware vendors.
- Strong capacity planning skills using data-driven insights.
- Experience in compliance, auditing, and infrastructure governance.
- Strong stakeholder communication skills with the ability to translate technical issues into business language.
- Strong risk management and mitigation planning skills.
- Strong change management strategy experience to maintain architectural stability without slowing cross-functional delivery.
- Strong team leadership and mentorship capabilities.
- Experience in Agile or Kanban methodologies.
- Bachelor’s degree in Computer Science, Information Technology, Engineering, MIS, or a related field.
- 8+ years of experience in IT infrastructure, ICT operations, data center operations, or related fields.
- 3–5 years of experience in program management, infrastructure leadership, or senior technical management.
- Strong experience in data centers, cloud environments, network systems, security operations, disaster recovery, and IT service management.
- Experience managing cross-functional technical teams, vendors, budgets, SLAs, and enterprise-level infrastructure programs.
- PMP, PgMP, ITIL, Agile/Scrum, AWS, Azure, or GCP certifications are preferred.
- Strong English communication skills.
- Arabic communication skills are preferred for client and stakeholder engagement in Saudi Arabia.
