Project Manager – Smart City & Urban Intelligence Position Objectives

The Project Manager leads the end‑to‑end delivery of surveillance and security infrastructure projects within the Program Management Department, spanning integrated command‑and‑control centres, citywide CCTV networks, perimeter security systems, and public safety platforms. The role ensures on‑time, on‑budget delivery aligned with technical, operational, and client expectations, coordinating across government entities, system integrators, and internal teams.

Job Description and Responsibilities
  • Plan and oversee projects end‑to‑end to ensure timely completion within budget, developing and maintaining detailed project plans to track progress across all work streams.
  • Manage project scope, schedule, costs, and change control using appropriate verification techniques and performance measurement tools throughout the lifecycle.
  • Coordinate internal stakeholders and third‑party vendors to ensure flawless execution, providing clear guidance on priorities, responsibilities, and the most efficient methods to complete work.
  • Establish and manage relationships across key stakeholder interfaces, including internal teams, client organisations, and third parties, escalating to management as needed.
  • Monitor contractor performance daily to ensure all scope requirements are met, jobs are completed to standard, and contractual obligations are fulfilled.
  • Perform risk management to identify, assess, and minimise project risks, implementing corrective actions proactively.
  • Support project controls implementation, schedule and conduct periodic project reviews, and ensure progress reporting aligns with contract KPIs.
  • Prepare and deliver regular progress reports and executive‑level updates to internal leadership and client stakeholders.
  • Ensure all project policies and procedures are applied consistently, and create and maintain comprehensive project documentation throughout the lifecycle.
  • Support additional business requirements as they arise, including early‑stage project structuring, feasibility, and mobilisation readiness activities.
  • Manage delivery across ICCC, city‑wide CCTV and surveillance networks, perimeter security systems, and public safety platforms, overseeing deployments incorporating face recognition, intrusion detection, tripwire, perimeter detection, and related intelligent surveillance technologies.
  • Oversee vendor technical compliance across surveillance hardware, including dome, PTZ, and bullet camera configurations from manufacturers such as Hikvision, DAHUA, and Genetec, and network infrastructure, including VLANs, fibre optic connections, and switching platforms such as ARUBA and Cisco.
Qualifications and Required Skills/Experience
  • Bachelor's degree in Engineering, Project Management, Information Technology, or a related field. A master's degree is preferred.
  • Minimum 10 years of project management experience, with at least 5 years in surveillance, security systems, or public safety infrastructure.
  • PMP, PRINCE2, P3O, or equivalent certification is strongly preferred.
  • Proven track record delivering large‑scale, multi‑stakeholder projects with a contract value of SAR 50M or above.
  • Demonstrated experience in at least two of the following: ICCC, city‑wide CCTV and surveillance networks, perimeter security and intelligent detection systems, public safety technology platforms, or IoT and smart infrastructure within a security context.
  • Working knowledge of surveillance technologies, including face recognition, perimeter and intrusion detection, tripwire, and motion detection analytics, sufficient to direct technical teams and assess delivery quality.
  • Familiarity with surveillance hardware types, including dome, PTZ, and bullet cameras, and network architecture, including VLANs, fibre optic ring topology, and platforms such as ARUBA and Cisco.
  • Experience managing end‑to‑end surveillance implementation from site survey through client handover across indoor and outdoor environments.
  • Prior experience delivering projects in KSA or the GCC on government‑led security or smart city programs.
  • Familiarity with Saudi government frameworks, including MOMRA, MCIT, SDAIA, or MOI, as relevant.
  • Demonstrated ability to manage engagements with government and enterprise stakeholders at senior levels.
  • Strong communication, presentation, and stakeholder management skills with the ability to engage at executive and ministerial levels.
