Senior Delivery Manager; Capital Markets & Brokerage Technology

The Senior Delivery Manager is responsible for leading the end-to-end delivery of strategic business and technology initiatives across brokerage, trading, post-trade, custody, wealth management, and capital markets platforms. This role ensures successful execution of large-scale transformation programs while maintaining compliance with Saudi Capital Market Authority (CMA), Saudi Tadawul Group, Muqassa, Edaa, SAMA cybersecurity standards, and other regulatory requirements. The position serves as a key liaison between business stakeholders, technology teams, vendors, and regulatory bodies to drive successful project delivery, operational readiness, and business value realization.

• Lead the delivery of strategic initiatives across brokerage platforms, mobile trading applications, wealth management solutions, and capital market integrations.
• Manage multiple concurrent programs, projects, and delivery streams.
• Establish governance frameworks, reporting structures, and delivery standards.
• Ensure alignment between business objectives and technology execution.

• Oversee projects involving:
• Order Management Systems (OMS)
• Execution Management Systems (EMS)
• Market Data Platforms
• Algorithmic Trading Platforms
• Trading Channels and Digital Platforms
• Lead integrations with:
• FIX Connectivity
• Trading Information Platform (TIP)
• Exchange Connectivity
• Market Data Feeds
• Corporate Actions Processing
• Manage delivery of post-trade solutions including settlement, custody, clearing, and reconciliation systems.

• Ensure compliance with CMA regulations, AML/CFT requirements, SAMA Cybersecurity Framework, data privacy standards, and internal audit requirements.
• Coordinate regulatory initiatives, certifications, and compliance-related projects.
• Collaborate with executive management, business leaders, product owners, compliance teams, operations teams, vendors, and regulatory authorities.
• Present project status, risks, and outcomes to Steering Committees and Executive Leadership.

• Manage project budgets, resource planning, and benefits realization.
• Monitor project health, risks, dependencies, and critical issues.
• Ensure business continuity, operational readiness, and successful project transitions.

• Lead and mentor Project Managers, Scrum Masters, Business Analysts, Delivery Leads, and cross-functional teams.
• Promote delivery excellence, accountability, and continuous improvement across the organization.

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business Technology, or a related field.
• Master's degree preferred.

• 12+ years of experience in technology delivery, program management, or project management.
• Minimum 5+ years of experience within Capital Markets, Brokerage, Trading, or Financial Services.
• Proven track record of delivering large-scale transformation and technology programs.
• Experience managing multiple delivery streams and complex stakeholder environments.
