Project Management Supervisor

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives. Jobholders oversee the implementation of operational plans and the provision of significant improvements to policies, procedures, standards and reports.

• Supervise the development of ZATCA IT & Digitization project management framework, guidelines, and governance.
• Provide recommendations for developing IT & Digitization program project plans based on inputs and business requirements.
• Provide support in development of vendor evaluation criteria and vendor selection.
• Provide expert recommendations for project risk identification, assessment, and mitigation plan development based on analyzed data.
• Review vendor performance during IT project lifecycle.
• Review actual performance of IT & Digitization programs/projects against KPIs and performance reports; ensure communication to stakeholders and follow-up with corrective actions.
• Collect needed inputs, conduct research, benchmark IT project management trends, and establish governance methodologies, tools, and guidelines to ensure consistency among IT projects.
• Receive all new IT project initiation requests, analyze and assess them for alignment to program objectives.
• Document all IT project inputs and reports and maintain a reliable IT project library.
• Gather requirements from stakeholders, identify activities, challenges, resources, and costs; develop project charter, scope, plans, budget, and schedules aligning with IT strategic initiatives.
• Communicate IT project plans to stakeholders and manage projects from initiation through closure within approved budget, timelines, and resources.
• Follow up on RFP development with stakeholders to ensure technical specifications, vendor evaluation, and selection criteria align with IT functions and procurement requirements.
• Collect IT & Digitization project risk information, assess interdependencies, develop risk mitigation plan, and communicate results to all functions.
• Monitor and follow up on project milestones, budget, and deliverables; collect bottlenecks and propose preventive corrective actions to ensure project progress within budget and timeline.
• Follow all relevant policies, processes, and standard operating procedures for controlled, consistent work.
• Help solve escalated problems and support junior team to ensure efficient work.
• Train junior staff on job activities to transfer know-how when applicable.
• Provide clear direction, prioritize tasks, assign and delegate responsibilities, and monitor subordinates’ workflow.

• Bachelor’s degree in Computer Science, Information Technology, or equivalent (required).
• Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent (preferred).
• Minimum of 5 years of relevant experience.
