Digital Portfolio Lead

We are seeking an experienced Digital Portfolio Lead to oversee a strategic digital product portfolio in Riyadh, Saudi Arabia. This techno-functional leadership role is responsible for driving end-to-end portfolio delivery, aligning business objectives with technology execution, and leading cross-functional teams to deliver high-quality digital products and services. The successful candidate will work closely with senior stakeholders, provide strategic direction across multiple work streams, and ensure effective governance, delivery excellence, and continuous improvement.

• Lead the overall strategy, governance, planning, and delivery of an assigned product portfolio, ensuring alignment with business objectives.
• Manage and coordinate cross-functional teams across product management, business analysis, architecture, engineering, QA, UX, Dev Ops, and production support.
• Build trusted relationships with senior stakeholders and act as the primary point of contact for portfolio priorities, progress, risks, and decision-making.
• Translate business priorities into delivery roadmaps, milestones, and actionable outcomes.
• Participate in solution and architecture discussions to ensure technical solutions align with business and product objectives.
• Oversee end-to-end delivery from discovery and design through development, testing, deployment, and production support.
• Establish portfolio governance, reporting, risk management, dependency management, and resource planning.
• Monitor delivery performance, quality, timelines, and overall portfolio outcomes while driving continuous improvement.
• Mentor delivery managers, product owners, technical leads, and other key team members.
• Ensure compliance with architecture, security, quality, governance, documentation, and production readiness standards.

• Bachelor s degree in Computer Science, Information Technology, Engineering, Business, or a related discipline.
• 10+ years of experience in technology delivery, digital transformation, product management, consulting, or program management.
• At least 5+ years of experience leading complex digital programs, product portfolios, or multiple cross-functional delivery teams.
• Proven experience delivering large-scale digital transformation initiatives within government or enterprise environments.
• Strong techno-functional expertise with the ability to bridge business needs and technical delivery.
• Experience managing multiple digital products, Agile teams, vendors, and stakeholders.
• Strong understanding of digital platforms, solution architecture, enterprise integrations, APIs, cloud technologies, cybersecurity, Dev Ops, and quality assurance.
• Strong portfolio governance, delivery planning, risk management, and executive stakeholder management skills.
• Excellent leadership, communication, negotiation, and problem-solving abilities.
• Professional proficiency in English;
  Arabic language skills are an advantage.
• Previous experience working within the public sector or large enterprise organizations is preferred.
