We are seeking a Digital Transformation Consultant with hands-on experience delivering compliance and readiness projects for Digital Transformation Index - Qiyas.
The successful candidate will support government and public-sector entities in assessing their compliance with applicable digital transformation standards, identifying gaps, developing improvement plans, coordinating stakeholders, and ensuring the timely preparation and submission of required evidence.
This role requires a practical understanding of Qiyas requirements, strong project management and coordination capabilities, and the confidence to facilitate discussions with executives, business owners, and technical teams.
Key Responsibilities- Support the end-to-end delivery of digital transformation readiness and Qiyas compliance engagements, including assessment, planning, execution, monitoring, and reporting.
- Assess the client’s current compliance against DGA digital transformation standards and identify gaps, risks, and improvement opportunities.
- Develop and maintain compliance matrices, gap assessment reports, action plans, evidence trackers, and implementation schedules.
- Coordinate with business units, IT teams, data management functions, enterprise architecture stakeholders, cybersecurity teams, and other relevant parties to address compliance requirements.
- Translate Qiyas standards and requirements into practical actions, clearly assigned responsibilities, and measurable deliverables.
- Organize and facilitate workshops, working sessions, and executive meetings to validate findings, agree on priorities, and monitor progress.
- Follow up with stakeholders to ensure timely completion of assigned actions and preparation of supporting evidence.
- Review policies, procedures, plans, reports, and other documentation to assess alignment with applicable digital government requirements.
- Support the collection, review, organization, and quality assurance of compliance evidence and measurement submissions.
- Prepare project status reports, management dashboards, executive presentations, meeting materials, and progress updates in Arabic and English.
- Track project milestones, dependencies, risks, and issues, and elevate concerns when necessary.
- Support mock assessments, readiness reviews, and corrective action planning ahead of official measurement cycles.
- Maintain effective communication between client leadership, operational teams, consultants, and external stakeholders.
- Promote sustainable compliance practices and support knowledge transfer to client teams.
- Monitor relevant updates to DGA standards, guidance, and measurement requirements and reflect them in project activities.
- Bachelor’s degree in Information Technology, Information Systems, Computer Science, Business Administration, Engineering, or a related field.
- Minimum of three years of relevant experience in digital transformation, consulting, compliance, or project management.
- Demonstrated hands‑on experience supporting or delivering DGA Qiyas compliance, readiness, or digital transformation measurement projects in Saudi Arabia.
- Solid understanding of digital government standards, compliance assessment, evidence preparation, and improvement planning.
- Familiarity with relevant digital transformation domains, including governance, enterprise architecture, data management, digital services, user experience, cybersecurity, and organizational capabilities.
- Strong project management, planning, coordination, and follow‑up skills.
- Proven ability to work effectively with multiple stakeholders across business, technology, and support functions.
- Experience facilitating workshops, preparing executive materials, and engaging with senior management.
- Excellent analytical, documentation, presentation, and problem‑solving skills.
- Strong proficiency in Microsoft PowerPoint, Excel, and project tracking tools.
- Excellent written and verbal communication skills in both Arabic and English.
- PMP, CAPM, PRINCE2, Agile, COBIT, TOGAF, or relevant digital transformation certifications are preferred.
- Prior experience working with Saudi government or semi‑government entities is preferred.
- Must be based in Saudi Arabia or available to work on‑site as required.
