Procurement Director
- Transport Corridor in Riyadh, Saudi Arabia is a senior Transportation‑Trucking‑Railroad opportunity with Parsons Corporation for an experienced procurement leader who can manage full‑lifecycle sourcing, tendering, contract strategy, supplier performance, and procurement governance for major transport infrastructure and systems contracts. The role supports the PUA‑VST corridor within a DMO environment by ensuring transparent procurement, value for money, timely contract awards, risk‑based commercial decisions, and alignment with programme delivery milestones.

Key Responsibilities
  • Develop, own, and continuously improve the procurement strategy for the PUA‑VST corridor within the DMO framework.
  • Define sourcing strategies for major categories, work packages, transport systems, professional services, and construction‑related procurement.
  • Lead procurement planning for civil works, structural works, rail systems, road systems, signaling, telecoms, control systems, rolling stock interfaces, buildings, depots, stations, and hubs.
  • Align procurement plans with programme objectives, funding constraints, risk appetite, approval routes, and DMO governance requirements.
  • Prepare and maintain the procurement master schedule, ensuring alignment with design development, approvals, budget planning, construction sequencing, and delivery milestones.
  • Lead pre‑market engagement, supplier briefings, industry engagement sessions, and prequalification processes for major transport contracts.
  • Oversee preparation and quality assurance of procurement documentation, including Expressions of Interest, RFQs, RFPs, ITTs, scopes of work, pricing schedules, commercial conditions, and evaluation criteria.
  • Manage the full tender cycle, including tender issuance, clarification management, addenda, bid receipt, evaluation coordination, recommendation preparation, and award support.
  • Coordinate technical, commercial, financial, legal, and risk evaluations to ensure tender decisions are robust, traceable, and properly documented.
  • Ensure procurement processes are fair, transparent, auditable, and compliant with DMO policies, public procurement requirements, funding obligations, and applicable regulations.
  • Recommend appropriate contracting and commercial models for major work packages, including EPC, Design and Build, DBFM, PPP, concession, and framework agreement options.
  • Work with legal, finance, risk, technical, and programme teams to develop balanced contract terms, commercial models, and risk allocation structures.
  • Lead commercial negotiations with bidders and reconcile technical, financial, legal, and programme requirements to secure optimal outcomes.
  • Develop and maintain a competitive supplier base covering local and international contractors, systems suppliers, consultants, and specialist service providers.
  • Monitor supplier market intelligence, including price trends, supply chain capacity, market risks, technology changes, and innovation opportunities in the transport sector.
  • Establish supplier performance frameworks, KPIs, review mechanisms, and improvement plans for major contractors and suppliers.
  • Drive collaboration, issue resolution, performance improvement, and transparent supplier relationship management.
  • Implement procurement governance frameworks, approval controls, audit trails, evaluation protocols, and documentation standards across all procurement activities.
  • Identify procurement and commercial risks and integrate them into the programme risk register with clear mitigation strategies.
  • Produce concise procurement reports, evaluation summaries, board papers, decision papers, and executive updates for leadership and steering committees.
  • Coordinate with programme management, design, engineering, planning, cost management, and construction teams to align procurement with design maturity and delivery readiness.
