The Senior Procurement Manager will convert regional transport delivery requirements into coordinated procurement programs capable of bringing major civil works, systems, facilities, and professional services packages to market at the appropriate time.
Working across several concurrent projects, the position will balance commercial value, market capacity, contract risk, funding requirements, and delivery priorities.
The role has direct influence on whether critical transport packages are competitively sourced, appropriately structured, awarded on schedule, and supported by suppliers capable of meeting demanding program objectives.
Key Responsibilities- Establish procurement strategies for regional rail, highway, bus, logistics, and multimodal transport programs.
- Translate program objectives, funding structures, delivery constraints, and risk profiles into executable procurement plans.
- Develop category strategies covering civil works, structures, transport systems, equipment, buildings, depots, hubs, and professional services.
- Determine suitable procurement routes for complex infrastructure and systems packages.
- Establish procurement schedules, resource requirements, tender milestones, and contract award targets across concurrent projects.
- Integrate procurement activities with design development, statutory approvals, cost plans, construction sequencing, and operational readiness.
- Identify packages with long procurement lead times and develop measures to protect critical delivery dates.
- Lead structured market engagement before launching major transport procurements.
- Assess local and international market capability, competition, supplier capacity, and delivery constraints.
- Direct contractor, consultant, and systems supplier prequalification and shortlisting.
- Maintain a qualified supplier base capable of supporting major regional transport investments.
- Monitor construction and transport market pricing to inform tender timing and commercial strategy.
- Track supply chain capacity, emerging risks, and market conditions that could affect competition or delivery.
- Oversee preparation of complete tender packages for high-value contracts.
- Ensure instructions to tenderers, scopes of work, technical requirements, commercial conditions, and pricing schedules are clearly defined.
- Coordinate procurement documentation with engineering, legal, finance, commercial, and project management teams.
- Establish evaluation criteria appropriate to the technical complexity and commercial profile of each package.
- Manage tender clarifications, bidder communications, addenda, and controlled information releases.
- Lead technical and commercial evaluation processes while maintaining fairness and traceability.
- Review bidder qualifications, commercial exceptions, pricing structures, delivery commitments, and contractual deviations.
- Lead commercial negotiations with preferred bidders.
- Reconcile technical, financial, legal, and contractual positions before finalizing award recommendations.
- Prepare procurement evaluation reports and recommendations supported by clear evidence and documented analysis.
- Present tender outcomes and proposed contract awards to executive committees and steering boards.
- Recommend contracting strategies including EPC, Design and Build, DBFM, PPP, concession, and framework arrangements.
- Evaluate the suitability of different commercial models against scope maturity, financing, risk allocation, and delivery objectives.
- Work with legal and risk teams to establish contract provisions that allocate obligations and liabilities appropriately.
- Safeguard Client interests while pursuing commercially sustainable agreements with contractors and suppliers.
