Procurement Specialist - Infrastructure Sourcing in Riyadh, Saudi Arabia is a Construction opportunity for an experienced procurement professional specializing in strategic sourcing, vendor evaluation, competitive quotations, purchase orders, contract administration, and supply coordination. AECOM is hiring for this on-site role to support procurement activities for major infrastructure, rail, transportation, construction, and engineering projects while maintaining commercial discipline, specification compliance, and reliable delivery performance.

The Procurement Specialist will support the commercial and operational flow of materials, equipment, supplies, and services required for project delivery. The position will coordinate sourcing activities from enquiry preparation and quotation analysis through vendor selection, purchasing, delivery expediting, and invoice follow-up. Effective procurement control will help projects secure compliant requirements at competitive cost while reducing supply delays and maintaining clear records of purchasing commitments.
Key Responsibilities- Procure project supplies, materials, equipment, and services in accordance with approved requirements, specifications, budgets, and procurement procedures.
- Prepare requests for proposals, requests for quotations, and supporting procurement documentation for supplier engagement.
- Review technical and commercial requirements before issuing sourcing packages to the market.
- Identify appropriate vendors and coordinate the solicitation of competitive quotations and proposals.
- Analyze supplier quotations against price, specification compliance, delivery requirements, commercial terms, and overall project needs.
- Prepare structured bid comparisons and supporting recommendations for vendor selection.
- Assist in selecting suppliers capable of satisfying project quality, schedule, cost, and contractual requirements.
- Support purchase order preparation and ensure purchasing documentation accurately reflects agreed requirements.
- Coordinate purchase order issuance, amendments, commitments, and supporting approvals.
- Monitor supplier performance against agreed delivery dates and expedite outstanding materials or services where necessary.
- Maintain communication with vendors to identify potential supply delays and obtain updated delivery information.
- Coordinate procurement requirements with engineering, project controls, construction, commercial, and project management teams.
- Track procurement status across assigned packages and provide accurate updates on enquiries, quotations, orders, and deliveries.
- Support contract administration activities associated with suppliers and subcontracted services.
- Follow up on supplier invoices and coordinate resolution of documentation or commercial discrepancies.
- Maintain complete procurement records covering quotations, evaluations, approvals, purchase orders, correspondence, deliveries, and invoices.
- Assist with cost control by identifying commercially competitive purchasing options without compromising technical requirements.
- Monitor procurement activities against project schedules and highlight supply risks that could affect construction or engineering milestones.
- Apply established procurement procedures, ethical sourcing requirements, and company controls throughout the purchasing cycle.
- Support procurement reporting and provide reliable sourcing information for project and commercial decision-making.
Candidates should hold a bachelor 's degree in Engineering, Supply Chain Management, Procurement, Business Administration, or a related discipline and typically possess at least 10 years of experience in procurement, sourcing, and contract administration. Experience supporting major infrastructure, rail, transportation, construction, or engineering projects is particularly relevant. Candidates should understand supplier sourcing, competitive tendering, quotation analysis, vendor selection, purchase order administration, expediting, and procurement documentation.
