The Senior FM Services Specialist will act as an on-site technical and operational assurance resource for Integrated Facilities Management across high-density workforce accommodation and supporting community assets. Rather than directly delivering every service, the position will verify that contracted providers perform their obligations safely, consistently, and at the required standard. The role covers both hard and soft FM, creating a direct link between building-system reliability and the everyday quality of the residential environment.
It will scrutinize maintenance performance, catering and hygiene, asset condition, contractor deployment, resident service requests, and new-facility handovers while providing City Operations and Asset Management leadership with reliable evidence of operational performance.
- Provide daily technical oversight of Integrated Facilities Management services across assigned workforce accommodation assets.
- Monitor residential blocks, dining facilities, common spaces, community amenities, and supporting infrastructure.
- Conduct structured field inspections to assess facility condition and operational performance.
- Verify that facilities remain safe, functional, clean, accessible, and suitable for occupancy.
- Identify engineering defects and operational deficiencies requiring contractor intervention.
- Monitor outsourced FM providers against contractual scopes and approved operating procedures.
- Measure service delivery against agreed SLAs and KPIs.
- Review contractor response and rectification times.
- Assess the quality and completeness of completed maintenance work.
- Verify contractor manpower deployment against service requirements.
- Monitor contractor supervision and workforce effectiveness across assigned facilities.
- Challenge persistent underperformance and require appropriate recovery actions.
- Track contractor corrective actions until satisfactory closure.
- Maintain evidence supporting contractor performance assessments.
- Review trends that may indicate systemic weaknesses in outsourced service delivery.
- Oversee planned preventive maintenance across building assets and infrastructure.
- Verify completion of PPM tasks against approved maintenance schedules.
- Monitor corrective maintenance and breakdown response.
- Review open work orders and identify overdue or recurring maintenance activities.
- Assess whether maintenance practices adequately protect equipment condition and service continuity.
- Monitor HVAC and associated mechanical systems from an FM operational perspective.
- Review electrical maintenance activities and recurring electrical defects.
- Monitor plumbing, water distribution, and sanitation infrastructure.
- Check lighting systems and other essential building services.
- Identify repeated equipment failures requiring deeper technical investigation.
- Monitor critical equipment reliability and availability.
- Support root cause investigation of recurring asset failures.
- Recommend practical maintenance improvements to increase reliability and reduce reactive work.
- Review asset registers for accuracy and completeness.
- Verify that new or replaced equipment is captured within asset records.
