Senior Operations Manager PMS

We are currently seeking a Senior Operations Manager.

• Lead and direct the overall operations oversight for metro commercial service delivery, ensuring all O&M Contractors meet contractual, operational, and safety requirements.
• Supervise and coordinate the mobilization and staffing processes of O&M Contractors, ensuring the workforce is fit for service and appropriately trained.
• Review and approve operating procedures, instructions, timetables, and handbooks submitted by each O&M Contractor, guaranteeing alignment with both contract requirements and global best practices.
• Oversee the implementation and adherence to the code of conduct by all operational staff to maintain high service and ethical standards across the metro system.
• Monitor daily operations, assess performance, and proactively address deviations or non-conformities to safeguard safety, reliability, and service quality.
• Liaise with the client, contractors, and other stakeholders to facilitate seamless communication and coordinated operational delivery.
• Report independently to the client’s management, providing insights, recommendations, and assurance on system readiness, service delivery, and contractor performance.
• Drive continuous improvement initiatives across all areas of metro operations, drawing on inter-national experience and industry benchmarks.

• Bachelor’s degree in engineering, transport management, business administration, or a related field
• Minimum of 15 years’ managerial experience in railway operations, including key roles in railway consultancy
• Proven expertise overseeing the full scope of operational activities for urban railways or large-scale metro networks
• Strong experience in the mobilization, staffing, and operational readiness of railway organizations
• Demonstrated ability to review, develop, and enforce operating procedures, performance standards, and codes of conduct
• Deep understanding of O&M contracts and performance oversight in multi-contractor environments
• Exceptional communication, leadership, and stakeholder management skills
• International project experience, ideally in metro or urban rail systems, with exposure to the Middle East or GCC region would be desirable
• Track record of driving operational excellence in high-profile public transport projects would be a plus
• Familiarity with the strategic objectives of Saudi Arabia’s Vision 2030 and regional transport regulatory environments would be desirable
• Excellent command of English language (reading, writing, listening and speaking). Working knowledge of Arabic language would be a plus
