We are seeking a Policies & Procedures / Organizational Excellence Manager to support ongoing engagements with a government client. The role focuses on developing and refining organizational policies, procedures, SOPs, and governance frameworks, while also conducting organizational excellence and operational improvement initiatives. The ideal candidate brings strong consulting experience, the ability to structure and lead work streams, and a proven track record of delivering high-quality, executive‑ready outputs.
KeyRequirements
6–8 years of experience
, with previous experience within a Big Four or Tier‑1 management consulting firm
.
Proven expertise in policies and procedures development, SOPs, and governance frameworks.
Experience in organizational excellence and operational improvement initiatives.
- Strong capability in strategy analysis
, including benchmarking, issue trees, problem solving, and business case development.
Experience working with public sector clients
, preferably within KSA or the GCC.
Bachelor’s degree in Business Administration, Public Administration, Management, Industrial Engineering
, or a related field.
Strong written and verbal communication skills, with the ability to produce consulting‑grade presentations and reports

High attention to detail and structured thinking.
Ability to work independently, manage priorities, and deliver under tight timelines.
Strong stakeholder engagement and coordination capabilities.
Key ResponsibilitiesDevelop, review, and refine organizational policies, procedures, SOPs, and governance frameworks in alignment with best practices and client requirements.
Conduct organizational excellence and operational assessments
, identifying gaps and improvement opportunities.
Structure and manage work streams
, ensuring timely delivery and alignment with overall engagement objectives.
Prepare high‑quality consulting deliverables
, including policy manuals, procedures, frameworks, assessment reports, and executive presentations.
Perform benchmarking and strategic analysis to support policy and organizational design decisions.
Coordinate with client stakeholders to gather inputs, validate outputs, and support implementation readiness.
Respond to strategic ad‑hoc requests
, providing clear analysis, recommendations, and documentation.
Ensure all outputs meet quality standards and align with government and regulatory expectations.
