Reporting to the Programme Director you will design, stand up and run the PMO for a multi-billion riyal delivery programme spanning 49 systems across 18 integration domains.
Key responsibilities- Design and embed the programme governance framework, reporting cadence, and escalation model across the consortium.
- Lead the PMO team of project control analysts, financial control analysts and schedulers on-shore and off-shore.
- Own the executive reporting rhythm to steering committee sponsors and client stakeholders.
- Manage commercial governance across contract changes, scope variations and vendor performance.
- Establish and enforce quality management, risk management and compliance frameworks.
- Drive the programme cadence workshops, review boards, stage gates, milestone reporting.
Year one success looks like a fully operational PMO with baselined governance, integrated financial and schedule reporting live, quality and risk frameworks signed off and executive confidence in the reporting rhythm.
This PMO Senior Lead on this programme actively shapes governance decisions, challenges vendor performance and gives executives clean information they can act on. This is not a report compiler role.
This is a residential position based in Riyadh with a tax-free package, full-time permanent role. Compensation is benchmarked at senior programme leadership level for a Vision 2030 flagship programme. Package details will be shared with shortlisted candidates.
Requirements- 10 years leading PMOs on large-scale complex ICT or infrastructure programmes.
- Deep methodology fluency PMBOK, MSP, PgMP, PRINCE2 or equivalent.
- Proven commercial acumen managing contract changes, scope variations and vendor performance frameworks.
- Track record leading multi-vendor programme reporting and governance.
- Executive presence and communication skills, comfortable presenting to steering committees and C-level sponsors.
- Airport aviation or transport mega-programme experience is a strong plus but not mandatory.
- GCC or KSA experience is a plus.
- You have run large PMOs and made them work.
- You are expected to actively shape governance decisions, challenge vendor performance and provide executives with clean actionable information.
