Parsons is hiring an experienced commercial professional to manage main contracts and subcontract packages, protect project profitability, evaluate entitlement and quantum, control commercial risk, and provide strategic advice across terminals, airfield infrastructure, runways, taxiways, aprons, roads, utilities, district cooling, and specialist aviation systems.

Role Context The Commercial Manager will take ownership of the project 's commercial framework, ensuring that cost, contractual entitlement, revenue, cash flow, procurement commitments, claims, and change remain under disciplined control throughout delivery. Working across a complex airport environment, the role will connect Project Management, Cost Engineering, Quantity Surveying, Planning, Engineering, Finance, Contracts, Procurement, contractors, subcontractors, suppliers, and the Client. The position will be particularly important where phased construction, restricted work zones, live operational interfaces, design development, aviation requirements, and multidisciplinary package dependencies create additional cost or contractual exposure.

• Lead the project commercial function and manage the performance of the commercial team.
• Establish and implement project-specific commercial management procedures, controls, and reporting structures.
• Align commercial activities with approved budgets, contractual requirements, project objectives, and company governance.
• Provide senior commercial guidance to the Project Director and project leadership.
• Review contract conditions, scope requirements, entitlement provisions, obligations, and commercial responsibilities.
• Administer the main contract and support commercial management of key subcontract packages.
• Monitor contractual compliance and identify obligations requiring action by project teams.
• Ensure notices, submissions, responses, and commercial communications are issued within contractual time frames.
• Interpret clauses covering payment, variations, claims, delay, disruption, acceleration, suspension, and termination.
• Maintain structured oversight of contractual commitments and emerging commercial exposures.
• Lead preparation and maintenance of project budgets and commercial forecasts.
• Monitor actual and committed cost against approved control accounts.
• Review accruals, commitments, projected final costs, and cost-to-complete forecasts.
• Assess Estimate at Completion and identify emerging cost deviations.
• Analyze cost trends and highlight potential overruns before they become embedded in project performance.
• Coordinate with Cost Engineers and Quantity Surveyors to maintain reliable cost information.
• Track revenue, expenditure, margin, and cash flow throughout the project lifecycle.
• Review payment applications and associated commercial substantiation.
• Manage payment certification processes and monitor retention, bonds, guarantees, and financial obligations.
• Coordinate with Finance teams regarding invoicing, receivables, cash flow, and forecast accuracy.
• Support resolution of delayed or disputed payments.
• Manage commercial aspects of variations, change orders, additional works, and scope revisions.
