Role Context

The Senior Project Controls Manager will provide the management framework through which project schedule, cost, commercial exposure, risk, change, and delivery performance are measured and controlled. Operating as a senior member of the project leadership team, the role will convert complex contractor and program information into dependable forecasts and management decisions while supporting the FIDIC Engineer with contract administration and performance assessments.

Strong controls governance will be critical to protecting milestones, managing emerging risks, maintaining cost visibility, and supporting successful delivery of the assigned capital project.

Key Responsibilities
  • Lead the project controls strategy and establish integrated governance across planning, scheduling, cost, risk, change, claims, and performance management.
  • Direct the project controls team and maintain clear responsibilities, reporting protocols, data standards, and escalation procedures.
  • Oversee development and maintenance of integrated master schedules, baseline programs, progress measurement systems, and milestone tracking.
  • Challenge contractor schedules, forecasts, recovery plans, progress updates, and supporting narratives for completeness and credibility.
  • Monitor actual project performance against approved schedule, budget, key performance indicators, and contractual commitments.
  • Lead cost control and forecasting processes, including expenditure monitoring, commitments, trends, estimates at completion, and projected financial exposure.
  • Maintain effective risk management processes and ensure significant schedule, cost, interface, and delivery risks are actively tracked and mitigated.
  • Administer structured change control so that variations and emerging scope changes are evaluated for schedule, cost, risk, and contractual consequences.
  • Support the FIDIC Engineer in reviewing claims, extension-of-time submissions, variations, contractor notices, and other contractual matters.
  • Coordinate project controls input required for claims assessments and time-impact evaluations.
  • Develop executive dashboards and concise performance reports that provide senior stakeholders with reliable decision-making information.
  • Analyze schedule and cost trends to identify emerging deviations before they materially affect project objectives.
  • Manage controls interfaces among contractors, consultants, authorities, operators, and internal project disciplines.
  • Ensure BIM, digital delivery platforms, scheduling applications, cost systems, and reporting tools contribute to an integrated controls environment.
  • Support project teams during testing, commissioning, handover, completion, and closeout while maintaining visibility of outstanding milestones and obligations.
  • Strengthen controls processes throughout delivery by identifying reporting gaps and implementing practical improvements.
Ideal Profile
  • Bachelor 's degree in Engineering, Construction Management, Quantity Surveying, Project Management, or a related discipline.
  • Master 's degree is advantageous.
  • 15 years of progressive experience delivering major projects.
