Position Overview Parsons is seeking a Director
- Strategic Planning and Team Lead in Riyadh, Saudi Arabia to support mobility planning and governance for the development of a large city in Saudi Arabia. The role will lead coordination with key program stakeholders to update the city framework plan and related mobility governance policies, procedures, and reports. The position combines strategic planning, policy development, stakeholder management, framework analysis, document governance, and team leadership.

The Director will work alongside mobility specialists and other disciplines to identify required framework changes, coordinate updates, maintain an organized backlog of revisions, and ensure mobility considerations remain aligned with wider city planning activities.

• Develop and maintain a broad network of key program stakeholders across development districts.
• Analyze the city framework plan to identify requirements for changes, revisions, and updates.
• Review and fact-check existing trackers used to manage planning information and proposed changes.
• Maintain an organized backlog of required changes to the city framework plan.
• Track revisions required across other relevant governance reports.
• Review city framework documentation and recommend appropriate report modifications.
• Mark up framework plan reports to clearly identify proposed revisions.
• Support updates to mobility governance policies and procedures.
• Apply strategic planning expertise to the ongoing development and refinement of city planning documentation.

• Coordinate with stakeholders to align mobility reports with reports produced by other disciplines.
• Identify interfaces between mobility planning and broader city framework requirements.
• Facilitate communication between development districts and relevant program stakeholders.
• Support multidisciplinary coordination of proposed framework changes.
• Participate in management meetings and Mobility team activities.
• Help maintain consistent planning and governance information across interconnected reports.

• Log proposed framework changes and maintain visibility of outstanding revisions.
