Senior Quality Manager – PMO Quality

Parsons Corporation is seeking an experienced senior quality leader to establish, govern, and improve quality management systems across complex construction and mega‑project portfolios in Riyadh. The role focuses on PMO‑level quality governance, consultant oversight, contractor compliance, ISO 9001 implementation, independent audits, non‑conformance control, executive reporting, and continuous improvement for major development programs.

Key Responsibilities
  • Establish, standardize, and enforce the PMO quality governance framework across program tracks, PMCs, engineering consultants, contractors, and subcontractors.
  • Define quality scopes, operational boundaries, responsibility matrices, performance expectations, and unified quality metrics for all delivery partners.
  • Oversee project management consultants and engineering consultants to ensure active management of contractor and subcontractor quality compliance.
  • Design, schedule, and execute independent PMO‑level audit programs to assess PMC performance, specification compliance, statutory conditions, and contractor quality controls.
  • Act as the senior escalation point for unresolved quality compliance issues, recurring audit failures, systemic defects, and major non‑conformances.
  • Manage robust non‑conformance (NCR) programs, ensuring root‑cause analysis, corrective actions, and lessons learned are applied across the program.
  • Collaborate with contract management teams to embed quality compliance gates into pre‑qualification, evaluation, award, and enforcement processes.
  • Standardize quality KPIs, dashboards, reporting structures, audit registers, trend reports, and executive summaries across the program.
  • Translate complex quality findings, audit outcomes, recurring issues, and performance trends into clear reports for senior leadership and client stakeholders.
  • Interface with corporate governance teams and client representatives to improve processes, maintain certifications, and strengthen quality performance.
  • Lead, supervise, and develop quality professionals across assigned projects and program functions.
  • Conduct performance evaluations, support hiring decisions, guide workforce planning, and contribute to salary administration where required.
  • Develop, optimise, and train teams on systems aligned with the Parsons Quality Management System.
  • Schedule, conduct, and analyse independent audits to verify compliance with QA and QC programmes.
  • Prepare, review, and improve project quality manuals, procedures, inspection and test plans, audit protocols, subcontract quality requirements, and project quality plans.
  • Support senior executives and clients with process improvement, quality planning, contract compliance, and performance review meetings.
  • Use statistical process control and quality trend analysis to evaluate audit findings, identify recurring issues, and improve non‑conformance tracking.
  • Coordinate with corporate teams to maintain Parsons certifications and support wider quality governance requirements.
  • Ensure quality requirements are consistently applied across engineering, procurement, construction, testing, commissioning, documentation, and handover activities.
  • Chair quality review meetings with PMCs, consultants, contractors, and client stakeholders to drive accountability and timely closeout of quality actions.
Ideal Profile
  • Bachelor’s or Master’s degree in Engineering, Construction Management, Quality Management, or a related discipline.
  • Minimum 15 years of dedicated quality experience within construction, infrastructure, or large‑scale development programmes.
  • Minimum 5 years as a Senior Quality Manager in a PMO, client‑representative, portfolio management, or large programme environment.
  • Proven record of managing, auditing, and governing international engineering consultants, Tier 1 PMCs, contractors, subcontractors, and joint‑venture delivery teams.
  • Expert knowledge of ISO 9001 and other quality management systems, especially ISO Quality Management Systems.
