This role provides strategic leadership for the project quality management function across major airport infrastructure projects. The Manager will develop, implement, and maintain ISO
9001 based QMS, oversee quality assurance and control activities, coordinate audits, manage corrective and preventive actions, and report performance metrics to senior leadership.

Salary: 45,000–60,000 (Saudi Riyal, approximate range; final offer confirmed with employer)

Key Responsibilities
  • Assist in developing and implementing the project Quality Management System, including quality plans, policies, procedures, manuals, reporting processes, and compliance controls.
  • Provide leadership and ongoing support for the project QMS using ISO
    9001 as the basis for process development, optimization, data collection, quality reporting, and procedural improvement.
  • Direct and coordinate activities required to initiate, maintain, and support project ISO
    9001 Quality Management System certification.
  • Implement corrective action, preventive action, and non‑conformance tracking processes to ensure project findings are recorded, assigned, resolved, and closed with proper evidence.
  • Define requirements for future administration and support of unified tracking systems for quality‑related reports, findings, non‑conformances, and improvement actions.
  • Collaborate with senior project management to facilitate quality leadership programs, achieve quality objectives, and implement quality management reviews.
  • Provide leadership, guidance, coaching, and training to project staff involved in quality activities.
  • Monitor team performance and identify skills, training needs, capability gaps, and support requirements for quality delivery.
  • Direct and assist with the preparation, issuance, review, and updating of project quality program manuals, procedures, inspection guidance, and implementation documents.
  • Ensure quality documents comply with Parsons requirements, client requirements, applicable standards, and project procedures.
  • Monitor project team performance against quality requirements and delivery standards for products, services, documentation, and construction activities.
  • Act as the quality liaison with clients, consultants, contractors, suppliers, project teams, and internal stakeholders on all quality‑related matters.
  • Monitor, identify, analyze, and report quality performance metrics, recurring issues, process trends, audit results, and improvement opportunities.
  • Prepare quality reports, management briefings, quality dashboards, review findings, trend summaries, and recommendations for senior project leadership.
  • Support internal and external audits by ensuring records, procedures, corrective actions, and compliance evidence are complete and accessible.
  • Promote quality awareness, procedural discipline, risk‑based thinking, and continuous improvement across the airport project environment.
  • Coordinate with engineering, construction, procurement, project controls, HSE, commercial, and delivery teams to ensure quality requirements are embedded across project activities.
  • Perform additional quality management responsibilities associated with the position as required.
Ideal Profile & Qualifications
  • Bachelor’s degree in Engineering, Business, Quality Management, or a related field, or equivalent relevant work experience.
  • Minimum 15 years of quality management experience on large‑scale programs, preferably within airport, aviation, transportation, infrastructure, or built‑environment projects.
  • Strong background in managing quality assurance and quality control activities in complex project environments.
  • Professional Lead Auditor certification in ISO
    9001 or equivalent is required.
  • ASQ certification such as CMQ, CQE, or another related quality certification is strongly preferred.
  • Active membership in an internationally recognized quality organization is preferred.
  • Airport project experience is highly desirable.
