Job Overview

HSE Lead – Safety Compliance – Riyadh, Saudi Arabia (Parsons Corporation). This role supports major construction and infrastructure projects by ensuring strong safety controls, regulatory compliance, corrective action tracking, and a proactive safety culture across high‑risk work environments.

Position requires a minimum of 10 years of experience in Health, Safety, and Environmental (SH&E) roles.

Salary: 30,000–45,000 (estimated range).

Context

The HSE Lead – Safety Compliance will provide technical SH&E leadership across project sites in Riyadh, supporting managers, supervisors, contractors, and workforce teams in applying safety systems consistently. The position requires strong field presence, audit capability, incident investigation experience, and the ability to translate safety data into practical improvement actions. By identifying hazards, guiding corrective actions, delivering training, and maintaining accurate compliance records, the role helps reduce risk and strengthen safe project delivery.

Key Responsibilities
  • Advise Project and Program Management teams on implementing and maintaining Safety, Health, and Environmental programs in line with corporate, client, and regulatory requirements.
  • Guide project personnel on Parsons ESHARP management system requirements, safety procedures, environmental controls, and risk management practices.
  • Conduct project and worksite audits to verify compliance with corporate standards, regulatory obligations, and industry best practices.
  • Perform site inspections to identify hazards, unsafe conditions, environmental risks, and compliance gaps.
  • Recommend corrective and preventive actions to eliminate or reduce risks across project activities.
  • Prepare audit reports, inspection reports, safety assessments, compliance summaries, and performance updates.
  • Implement occupational injury reporting, incident notification, investigation, and case management processes according to company procedures.
  • Lead incident investigations and root cause analyses using recognized and defensible investigation methods.
  • Work with project managers, supervisors, contractors, and workforce personnel to develop practical corrective action plans.
  • Prepare investigation reports and communicate lessons learned to improve safety awareness and prevent recurrence.
  • Analyze safety trends, audit findings, inspection results, incident data, and recurring observations to identify improvement opportunities.
  • Represent Parsons during regulatory inspections, client reviews, external audits, and safety performance discussions.
  • Act as the SH&E representative on project sites and support the SH&E Manager or Director when required.
  • Promote active participation in safety initiatives, toolbox talks, safety campaigns, workforce briefings, and engagement activities.
  • Support risk assessments and provide SH&E input during work planning, method review, and execution activities.
  • Assist with new employee orientations, onboarding sessions, and project‑specific safety inductions.
  • Deliver health, safety, and environmental training sessions aligned with regulatory and project requirements.
  • Maintain accurate SH&E records, training logs, inspection evidence, audit files, compliance documentation, and corrective action registers.
  • Provide technical guidance and mentoring to junior Safety Specialists, supervisors, and site personnel.
  • Support continuous improvement of safety performance through coaching, field engagement, and disciplined follow‑up.
Ideal Profile (Qualifications)
  • Bachelor's degree in Occupational Safety and Health or a related field.
  • Equivalent practical experience may be considered where appropriate.
  • Minimum 10 years of experience in Health, Safety, and Environmental or SH&E roles.
  • Advanced knowledge of health and safety regulations, compliance requirements, reporting procedures, and construction safety controls.
  • Strong understanding of industry safety standards and best practices, including ANSI, NFPA, and related standards.
