Job Description Overview
We are seeking an experienced Quality Manager with a strong background in site operations and consultancy services to lead quality assurance initiatives across multidisciplinary projects. This role will ensure compliance with regulatory standards, drive continuous improvement, and support project delivery excellence both on-site and in client‑facing environments.
Quality Leadership & IMSLead the implementation and maintenance of the Integrated Management System (IMS) for road and highway projects. Ensure full compliance with ISO 9001, contractual specifications, employer’s requirements, and relevant authority standards. Act as the Quality Management Representative for site operations.
Site Quality Management – RoadsOversee QA/QC activities for road works, including:
- Earthworks, subgrade, and embankments.
- Asphalt and pavement works (flexible & rigid pavements).
- Drainage, utilities, and road corridors.
- Road furniture, signage, and traffic management systems.
Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented. Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.
Audits, Compliance & Improvement PlanConduct internal audits, vendor audits, and support external/client/authority audits. Lead non‑conformance management, root cause analysis (RCA), and corrective/preventive action implementation. Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.
Stakeholder & Client EngagementCollaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams. Act as the primary point of contact for quality matters with:
- Clients and consultants.
- Contractors and suppliers.
- Authorities and regulatory bodies (e.g., RTA, ADM, DMT, MoEI – as applicable).
Provide quality consultancy and advisory services to clients on road project quality systems and compliance.
Training & Capability BuildingDeliver quality training and mentoring to project and site teams on:
- Quality standards and procedures.
- Road construction quality best practices.
- Quality tools (RCA, FMEA, Six Sigma concepts).
Promote a proactive quality culture across project teams and contractors.
Qualifications- Bachelor’s Degree in Civil Engineering, Quality Management, or a related discipline.
- ISO 9001 Lead Auditor certification (preferred).
- 15+ years of quality management experience within road, highway, or infrastructure projects.
- Proven experience managing site-based quality operations on large-scale road or transportation projects.
- Strong consultancy and client-facing background, preferably within engineering consultancy environments.
- Experience working with UAE or regional road authority standards is an advantage.
- In-depth knowledge of Quality Management Systems (QMS / IMS), ISO standards, construction quality practices, road and highway construction methodologies.
- Strong leadership, communication, and stakeholder management skills.
- Proficiency in quality tools such as RCA, FMEA, audits, and continuous improvement techniques.
- Ability to work effectively in a fast‑paced, multidisciplinary, site-based environment.
