Role ContextThe Health and Safety Manager will establish and maintain the systems needed to control workplace risks and meet Saudi and international requirements. The role involves regular collaboration with managers, supervisors, employees, regulators and external auditors to embed safety into everyday operations and project decisions.
Key Responsibilities- Develop occupational health and safety policies and procedures.
- Implement programs aligned with Saudi labor regulations.
- Maintain compliance with applicable international standards.
- Review and continuously improve the safety-management framework.
- Conduct detailed workplace risk assessments.
- Identify hazards and recommend suitable control measures.
- Investigate incidents, accidents and near-miss events.
- Determine root causes and document investigation findings.
- Establish corrective and preventive actions.
- Monitor safety actions through verified completion.
- Maintain regulatory and internal safety documentation.
- Prepare records and reports for audits and inspections.
- Develop and deliver training for employees at all levels.
- Promote understanding of safety responsibilities and procedures.
- Conduct routine inspections and compliance audits.
- Identify unsafe conditions and operational improvement needs.
- Coordinate safety requirements with department managers.
- Integrate risk controls into daily operations and project plans.
- Monitor safety performance metrics and incident trends.
- Present reports and recommendations to senior management.
- Track legislative developments and regulatory changes.
- Update organizational requirements when safety regulations change.
- Develop emergency response plans and supporting procedures.
- Organize drills to test organizational preparedness.
- Act as the primary contact for regulatory agencies.
- Coordinate with external safety auditors and consultants.
- Promote accountability and continuous safety improvement.
- Minimum 15 years of health and safety management experience.
- Consultancy, construction or manufacturing experience is preferred.
- Detailed knowledge of Saudi occupational safety requirements.
- Strong understanding of applicable international standards.
- Demonstrated expertise in hazard identification and risk assessment.
- Proven incident investigation and root‑cause analysis capabilities.
- Experience developing safety-management systems and programs.
- Strong practical and analytical problem‑solving abilities.
- Excellent written and verbal communication skills.
- Ability to train and influence employees from diverse backgrounds.
- Strong organizational and controlled‑documentation capabilities.
- Experience leading safety audits and compliance inspections.
- Familiarity with emergency response and business continuity.
- Proficiency with safety‑management software and Microsoft Office.
- Ability to collaborate with cross‑functional teams.
- Strong decision‑making and competing‑priority management abilities.
- NEBOSH, IOSH or an equivalent certification is preferred.
- Saudi Arabia or wider Middle East experience is advantageous.
