Perma-Pipe Gulf Arabia Industry is seeking a qualified and experienced HSE Engineer to join its team in Riyadh, Saudi Arabia. The role is focused on maintaining and improving Health, Safety and Environmental programs within a manufacturing or industrial environment while supporting regulatory compliance, risk management, incident prevention, and workplace safety.
The successful candidate will be responsible for conducting safety inspections, risk assessments, HSE audits, and incident investigations while ensuring corrective and preventive actions are effectively implemented. The position will also support operational teams in identifying occupational health, safety, and environmental risks and maintaining compliance with applicable Saudi HSE regulations, ISO standards, and industrial safety requirements.

Key Responsibilities- Implement, maintain, and continuously improve HSE policies, procedures, and programs.
- Conduct regular workplace safety inspections, HSE audits, and risk assessments.
- Identify workplace hazards and ensure appropriate risk controls are implemented.
- Monitor operational activities for compliance with company HSE requirements and applicable regulations.
- Investigate incidents, accidents, and near misses.
- Conduct root-cause analysis and recommend corrective and preventive actions (CAPA).
- Follow up on corrective actions and ensure timely closure of HSE observations.
- Promote a proactive safety culture through employee training and awareness programs.
- Conduct toolbox talks and support employee engagement initiatives.
- Assist departments in identifying occupational health, safety, and environmental risks.
- Prepare and maintain HSE documentation, reports, safety observations, and incident records.
- Monitor HSE Key Performance Indicators (KPIs).
- Contribute to continuous HSE improvement initiatives.
- Support compliance with Saudi HSE regulations, ISO standards, and industrial safety requirements.
- Collaborate effectively with operational and multidisciplinary teams.
- Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science
, or a related discipline. - Minimum 3–5 years of relevant HSE experience
, preferably in a manufacturing or industrial environment. - Proven experience implementing and maintaining HSE Management Systems.
- Practical experience in:
- Risk assessments
- Incident investigations
- Safety inspections
- HSE audits
- Good knowledge of applicable Saudi HSE regulations.
- Understanding of relevant ISO standards and industrial safety practices.
- Experience in manufacturing facilities, pipe production, coating operations, or related industrial processes is highly preferred.
- Professional HSE certifications such as NEBOSH, IOSH, OSHA
, or equivalent are preferred. - Strong analytical, reporting, communication, and problem-solving skills.
- Ability to work effectively with operational and multidisciplinary teams.
- Strong understanding of workplace safety and environmental risk management.
