You will govern MEP quality - mechanical, electrical, plumbing, HVAC and firefighting - Across the full programme lifecycle. Your mandate is audit and final approval, not first-line inspection. The CSC reviews and inspects first; you review the CSC.
Key Responsibilities- Audit the CSC's and Contractor's MEP quality systems against project specifications, codes and standards both off-site (factory) and on-site.
- Review and give final PMC approval of ITPs and Method Statements for each MEP activity following the CSC's first-line check; confirm they are in place before works commence.
- Conduct surveillance audits and spot checks across MEP installations - ducting, pipework, drainage, firefighting, LV electrical distribution, containment, cabling and earthing.
- Review MIR and WIR records at hold and witness points; audit that the CSC witnessed and closed them correctly; rely on them as the basis for final approval.
- Review testing and commissioning records: pressure and leak tests, duct and air-tightness tests, air-balancing, flushing, insulation resistance, continuity and functional performance tests.
- Review and give final acceptance of FAT records before each module ships and SAT records once installed.
- Govern the NCR and SOR process; audit trends across CSC logs; verify corrective actions are tracked through to close-out.
- Issue final approval of MARs after the CSC's first-line review; audit calibration, storage and protection controls.
- Review PQDs for MEP subcontractors and vendors; give final PMC approval of their quality controls before acceptance onto the works.
- Manage MEP quality KPIs and dashboards; report performance and recurring trends to the QA/QC Manager.
- Review as-built drawings, O&M manuals, warranties and training records; govern Defects Liability Period close-out; issue final quality acceptance for Client endorsement.
- Bachelor's degree or diploma in mechanical, electrical or a related engineering discipline.
- 6–8 years of MEP QA/QC experience on building or infrastructure works, with demonstrable experience auditing and governing a quality system - not purely first-line site inspection.
- ISO 9001 Internal Auditor certification is required; ISO 9001 Lead Auditor is preferred.
- Practical command of ITPs, surveillance auditing and NCR management.
- Sound knowledge of MEP testing and commissioning and related acceptance records.
- Working knowledge of applicable MEP standards and the Saudi Building Code (SBC).
- Experience with modular, precast or DfMA/off-site construction is a distinct advantage; a manufacturing or fabrication-shop QA/QC background counts toward it.
- Proficiency with document control and quality platforms such as Aconex and AutoCAD; a commissioning or quality dashboard platform is an advantage.
- Saudi or GCC construction experience is highly preferred;
Saudi Council of Engineers (SCE) eligibility is an advantage. - Advanced MS Excel and PowerPoint for reporting, dashboards and presentations.
- Good written and spoken English;
Arabic is an advantage. - Open to international candidates who are legally eligible to work in Saudi Arabia. Some travel within the Kingdom may be required.
