Parsons is hiring an experienced quality professional to assess QA-QC personnel, maintain competency frameworks, conduct audits, identify capability gaps, and strengthen compliance across contractors, consultants, technical teams, and project stakeholders.

• Support development and implementation of the project Quality Competency Assessment Program.
• Develop competency profiles and assessment requirements for Quality and other technical roles.
• Conduct structured competency assessments for QA-QC Engineers, Inspectors, Auditors, testing personnel, and specialist quality positions.
• Verify academic qualifications, technical certifications, professional licenses, experience records, and supporting credentials.
• Compare personnel capability against approved competency requirements and role profiles.
• Perform skills gap analyses and recommend targeted training, coaching, reassessment, or development actions.
• Maintain Quality Competency Matrices, assessment registers, qualification records, and supporting evidence.
• Develop assessment questionnaires, interview guides, practical tests, checklists, and evaluation criteria.
• Coordinate discipline-specific assessments with Subject Matter Experts.
• Verify that personnel assigned to inspection, testing, auditing, and other quality-critical functions remain suitably qualified.
• Support technical assessment and approval of contractor and subcontractor Quality personnel.
• Monitor validity and expiry of professional certifications, licenses, and mandatory qualifications.
• Support implementation and ongoing improvement of the Project Quality Management System.
• Conduct internal Quality audits and competency compliance audits against approved programs.
• Participate in client, consultant, contractor, and third-party audits.
• Prepare audit schedules, plans, checklists, reports, findings, and follow-up actions.
• Monitor NCRs, Corrective Action Requests, observations, and audit findings associated with competency or Quality performance.
• Analyze recurring findings to identify underlying capability or qualification deficiencies.
• Participate in Root Cause Analysis where personnel competency may have contributed to a failure.
• Develop or support corrective and preventive actions addressing competency-related root causes.
• Verify implementation and effectiveness of corrective actions.
• Review Quality Plans, procedures, Inspection and Test Plans, Method Statements, and supporting documentation for qualification requirements.
• Identify roles requiring specific technical certifications, approvals, or specialist competence.
• Support preparation of Quality training and awareness programs based on documented assessment gaps.
• Deliver or coordinate induction sessions, workshops, quality awareness activities, and technical development programs.
• Monitor training attendance, competency reassessment results, and measurable improvement after development activities.
• Evaluate training effectiveness rather than relying solely on completion records.
• Maintain complete and auditable records for personnel competency, qualifications, training, and assessments.
• Develop dashboards showing competency status, assessment outcomes, training compliance, audit findings, and corrective actions.
• Establish and monitor Quality Competency KPIs.
• Provide periodic competency and assurance reports to Quality leadership.
• Support Quality improvement initiatives driven by assessment results, audit findings, and performance trends.
• Participate in lessons-learned activities and recommend improvements to future competency requirements.
• Ensure competency and assurance activities comply with ISO 9001, project procedures, contractual requirements, specifications, codes, and regulatory obligations.
• Provide technical advice to Quality teams on qualification, competency, audit, and assurance requirements.
• Help improve assessment methodologies, evaluation consistency, and Quality Assurance processes.
• Maintain professional communication with clients, contractors, consultants, assessors, and multidisciplinary project teams.
• Support Quality risk reviews by highlighting capability gaps that could affect inspection, testing, construction, or handover.
• Mentor junior Quality personnel in competency assessment and assurance practices.
• Promote a culture where technical competence, evidence-based assessment, and continuous improvement are treated as core Quality requirements.

• Bachelor 's degree in Engineering, Quality Management, Construction Management, or a related discipline.
