Role Context
The Project Quality Specialist will provide field-based quality assurance for civil construction from earthworks and foundation preparation through pavement installation, structural concrete, testing, snagging, and handover. The position connects approved engineering requirements with actual site execution by verifying materials, workmanship, dimensional accuracy, inspection records, test results, and corrective actions. Strong quality control at this stage will help prevent recurring defects, reduce rework, improve first-time acceptance, and protect long-term infrastructure performance.
Key Responsibilities- Support implementation of approved project quality requirements for civil construction activities.
- Monitor works against current drawings, specifications, Method Statements, Inspection and Test Plans, contractual requirements, and project procedures.
- Conduct regular quality inspections and surveillance across civil, structural, road, pavement, drainage, earthwork, and external works.
- Review civil ITPs, inspection procedures, checklists, Hold Points, Witness Points, and testing requirements.
- Review Material Inspection Requests, Work Inspection Requests, material certificates, laboratory reports, and supporting quality documentation.
- Verify that approved construction materials are correctly received, stored, handled, tested, and incorporated into the works.
- Monitor Contractor and Subcontractor QA and QC performance and highlight deficiencies requiring corrective action.
- Identify workmanship defects, failed tests, non-conformances, and emerging quality risks before they affect subsequent activities.
- Raise and monitor civil NCRs and quality observations and support structured root cause analysis.
- Verify corrective and preventive actions and inspect completed rectification before recommending closure.
- Maintain complete and traceable quality records covering inspections, tests, approvals, corrective actions, and acceptance.
- Participate in audits, technical meetings, quality reviews, construction coordination sessions, and Client inspections.
- Coordinate with Engineering and Construction teams to resolve quality-related technical issues.
- Prepare weekly and monthly civil quality reports and identify recurring trends requiring management attention.
- Support testing, commissioning, snagging, punch-list closure, and final handover activities.
- Inspect setting-out, coordinates, levels, alignment, dimensions, slopes, and construction tolerances.
- Monitor excavation, formation preparation, back filling, earthworks, and compaction.
- Verify subgrade, sub-base, base-course, and pavement layer construction against approved requirements.
- Inspect reinforcement spacing, cover, laps, anchorage, fixing, and associated structural requirements.
- Verify formwork dimensions, stability, cleanliness, alignment, and readiness before concrete placement.
- Monitor concrete placement, vibration, curing, finishing, and protection.
- Review approved concrete mix designs, delivery tickets, sampling records, cube or cylinder testing, and test results.
- Investigate failed concrete tests and support corrective measures where required.
- Inspect waterproofing, construction joints, expansion joints, sealants, embedded items, sleeves, openings, and penetrations.
- Coordinate civil inspections with Survey, Structural, Architectural, MEP, Utilities, Roads, Drainage, and Landscape teams.
- Monitor construction of roads, access routes, parking areas, pavements, kerbs, interlock, road markings, and external surfaces.
- Inspect asphalt laying temperature, compaction, joints, levels, thickness, crossfall, and surface quality.
- Review asphalt and aggregate laboratory testing and verify compliance with acceptance requirements.
- Support quality inspections for runway, taxiway, apron, and other airfield pavement activities where applicable.
