The Quality Specialist will support the implementation and day-to-day operation of project quality systems across engineering, design, procurement, construction, and supporting project functions. The position will provide independent assurance that approved procedures are being followed and that deficiencies are identified, documented, investigated, and resolved effectively. The role will work across internal teams, contractors, consultants, suppliers, and client representatives, using audits, surveillance, data analysis, NCR management, and corrective action tracking to improve project performance.
Reliable quality controls will help reduce rework, strengthen compliance, improve traceability, and protect final project outcomes.
- Support implementation and maintenance of the Parsons Quality Management System across assigned projects and programs.
- Establish project-specific quality processes, controls, procedures, and supporting documentation.
- Prepare and maintain Project Quality Plans and related quality manuals.
- Develop audit schedules and coordinate planned quality assurance activities.
- Maintain inspection requirements, quality procedures, checklists, and controlled records.
- Conduct independent audits across engineering, design, procurement, construction, and project delivery activities.
- Prepare audit plans and detailed audit checklists.
- Review project records and supporting documentation before and during audits.
- Interview relevant personnel and verify implementation of approved procedures.
- Witness selected activities where required to establish compliance.
- Record audit findings, observations, strengths, and areas requiring improvement.
- Prepare clear formal audit reports and distribute findings to responsible teams.
- Track audit actions through agreed completion and closure.
- Monitor compliance with client quality requirements, contract obligations, company procedures, and project standards.
- Verify application of approved quality procedures across multidisciplinary work streams.
- Identify potential non-compliance before it develops into a significant project issue.
- Escalate recurring or high-risk quality concerns to project and quality management.
- Manage Non-Conformance Reports from initiation through verified closure.
- Review NCR descriptions to ensure deficiencies are accurately defined.
- Coordinate investigation of non-conformances with responsible technical teams.
- Support structured root cause analysis for recurring or significant quality failures.
- Review proposed corrective actions for adequacy and effectiveness.
- Monitor implementation of corrective and preventive actions.
- Verify CAPA effectiveness before formal closure.
- Maintain visibility of overdue NCRs and corrective actions.
- Analyze NCR data to identify recurring deficiencies, systemic weaknesses, and project trends.
- Review quality documentation submitted by contractors, consultants, suppliers, and internal teams.
- Provide quality comments on Project Quality Plans, procedures, and method statements.
- Review Inspection and Test Plans where required.
- Check quality-related submissions for alignment with contractual and procedural requirements.
- Support technical teams in resolving deficiencies within quality documentation.
- Assist project teams in developing practical improvements to project processes.
- Support quality surveillance across construction and project operations.
- Participate in inspections, testing, and verification activities where quality assurance involvement is required.
- Monitor implementation of approved inspection and testing requirements.
- Coordinate quality matters with Engineering, Design, Procurement, Construction, and HSE teams.
