Parsons is hiring an experienced quality professional to monitor civil, structural, architectural, MEP, airfield, utilities, and specialist construction activities while ensuring compliance with approved drawings, specifications, ITPs, ISO 9001 principles, and project requirements.

The Project Quality Specialist will provide field-based and technical quality assurance across a multidisciplinary airport and infrastructure environment. The position will verify that materials, workmanship, testing, inspections, technical submissions, and construction records meet approved requirements before activities progress to subsequent stages. The role will work closely with Construction, Engineering, Design, contractors, subcontractors, consultants, and Client representatives. Its purpose is to identify quality risks early, reduce rework, maintain traceable inspection records, drive NCR closure, and support reliable handover of completed assets.
Key Responsibilities- Support implementation of the Project Quality Management System and Project Quality Plan.
- Monitor compliance with approved quality procedures, specifications, standards, and contractual requirements.
- Conduct routine site quality inspections and surveillance activities.
- Participate in project quality audits and compliance reviews.
- Review Method Statements from a quality perspective.
- Review Inspection and Test Plans before implementation.
- Verify inspection checklists are aligned with approved project requirements.
- Review quality procedures and supporting control documents.
- Monitor contractors and subcontractors for compliance with approved QA/QC requirements.
- Review Material Inspection Requests and associated supporting documentation.
- Review Work Inspection Requests before and during field verification.
- Assess test reports, material certificates, inspection records, and quality documentation.
- Confirm materials and equipment meet approved specifications before installation or use.
- Verify construction workmanship against approved drawings and technical requirements.
- Monitor inspection Hold Points and Witness Points.
- Ensure required inspections and tests are completed before subsequent work proceeds.
- Coordinate inspections with contractors, subcontractors, consultants, and Client representatives.
- Maintain accurate records of inspection status and results.
- Track failed inspections and ensure corrective action is completed.
- Review laboratory test results for construction materials.
- Review field testing records and technical evidence.
- Verify calibration certificates for inspection and testing equipment where required.
- Monitor material delivery, storage, handling, protection, and traceability.
- Identify damaged, rejected, or non-compliant materials.
- Monitor rework and repeated workmanship deficiencies.
- Recommend preventive measures where recurring defects are identified.
- Support final inspection and approval of completed construction activities.
- Monitor snagging and punch-list closure.
- Verify objective evidence before accepting closure of quality issues.
- Raise or support preparation of Non-Conformance Reports.
- Review NCR descriptions and supporting evidence.
- Assess proposed corrective actions for technical adequacy.
- Support root cause analysis for significant or recurring deficiencies.
- Monitor corrective and preventive actions through implementation.
- Verify NCR closure against approved corrective action and evidence.
- Maintain current NCR and quality observation registers.
- Track overdue corrective actions and elevate where necessary.
- Analyze NCRs, failed inspections, defects, and rework for recurring patterns.
- Support development of preventive measures based on quality trend analysis.
- Monitor civil construction quality where applicable.
- Inspect structural works for compliance with approved requirements.
- Review architectural workmanship and finishing quality within assigned scope.
