Parsons Corporation is hiring an experienced quality leader to establish the Project Quality Management Plan, oversee multidisciplinary QA/QC performance, manage contractor compliance, and ensure complex aviation infrastructure is delivered in accordance with ISO 9001, Client requirements, approved specifications, and applicable aviation standards.

Any Job Type: Full-time Role Context The Project Quality Manager will provide project-wide leadership for quality assurance and quality control throughout the airport development lifecycle.
- Develop, implement, and maintain the Project Quality Management Plan across all project phases.
- Establish project quality objectives, procedures, workflows, performance indicators, and governance requirements.
- Ensure quality requirements are incorporated into design, procurement, construction, testing, commissioning, and handover activities.
- Provide direction to QA/QC managers, engineers, inspectors, consultants, contractors, and package teams.
- Define quality responsibilities and ensure consistent application of approved procedures across multiple work packages.
- Review contractor and consultant Quality Management Plans for alignment with project and Client requirements.
- Review Inspection and Test Plans, method statements, checklists, inspection procedures, and quality documentation.
- Verify that inspection hold points, witness points, acceptance criteria, and testing requirements are clearly established.
- Monitor implementation of approved quality plans through field inspections, audits, surveillance, and performance reviews.
- Conduct quality management system audits and targeted compliance assessments.
- Record findings and ensure corrective and preventive actions are assigned, monitored, and closed effectively.
- Oversee construction quality across airport terminals, airside infrastructure, roads, utilities, MEP works, ICT, and specialist airport systems.
- Monitor interfaces between civil, structural, architectural, mechanical, electrical, communications, and operational systems.
- Manage Non-Conformance Reports and ensure deficiencies are investigated, corrected, and formally closed.
- Review site observations, audit findings, recurring defects, and quality trends to identify systemic problems.
- Lead root cause analysis for significant or repeated quality failures.
- Establish quality improvement actions based on inspection results, NCR trends, audit findings, and project performance data.
- Support design quality reviews and technical assurance activities.
- Participate in constructability assessments and interdisciplinary design coordination where quality risks are identified.
- Verify compliance with applicable codes, specifications, standards, Employer requirements, and approved design documentation.
- Coordinate quality requirements associated with materials, equipment, suppliers, manufacturers, and specialist systems.
- Support procurement and technical teams in evaluating quality requirements for critical products and systems.
- Monitor supplier and contractor compliance where factory inspections or off-site quality surveillance are required.
- Review testing and commissioning procedures for completeness, acceptance criteria, sequencing, and traceability.
- Monitor testing results and ensure deficiencies are resolved before system acceptance.
- Support operational readiness by confirming that quality records and completion evidence satisfy handover requirements.
- Oversee compilation and review of inspection records, test certificates, commissioning documentation, as-built records, warranties, and quality dossiers.
