Position OverviewWe are seeking an internationally proven, elite Head of Safety & Security Operations who has masterminded the security infrastructure, threat mitigation, and crowd-safety engineering for tier-1 international mega-events (e.g., World Expos, Olympic Games, FIFA World Cups, or G20/international political summits).
Entering at the inception phase
, you will be the principal author of the overarching safety, security, and counter-measures master plan. This role demands an exceptional leader who can design secure perimeters and deploy advanced surveillance tech without compromising the premium guest experience. You will act as the primary diplomatic and operational conduit between Sela and the Kingdom’s public security ministries, ensuring an impenetrable, resilient environment across all event footprints.
- Design the Security Master Plan: Conceptually design and author the comprehensive safety and security master strategies, encompassing perimeter protection, vehicle vetting, access-control automation, and cyber-physical security integration.
- Crowd Safety Engineering: Partner with spatial architects and transport planners to scientifically model crowd dynamics, define maximum venue capacities, design secure queuing lanes, and mitigate crowd-crush or bottleneck hazards.
- Author the Concept of Operations (CONOPS): Formulate the overarching emergency response, business continuity, and mass-evacuation manuals (SOPs/EAPs) for scenarios including extreme weather, structural failures, cyber breaches, or active security threats.
- Command the Public Sector Interface: Act as Sela’s sovereign security diplomat, building lockstep operational alliances with KSA ministries, including the Ministry of Interior (MoI), Civil Defense, Riyadh Police, State Security, and specialized VVIP close-protection details.
- International Delegation & VVIP Protection: Coordinate highly secure, sterile movement profiles and security protocols for heads of state, global royal delegations, and international pavilion dignitaries in accordance with global diplomatic standards.
- Build & Manage a Scaled Security Force: Oversee the procurement, vetting, training, and strategic deployment of thousands of private security contractors, crowd marshals, and specialized safety teams.
- Nerve Center Integration: Sit at the highest tier of the Joint Command Centre (JCC) during live delivery, utilizing real-time AI analytics, facial recognition software, and intelligence feeds to dynamically coordinate multi-agency responses to on-ground incidents.
- Mega-Event Security Heritage: A minimum of 15+ years of senior security management or protective services experience, with a proven track record of heading the safety/security operations for at least one World Expo, Olympic-scale multi-sport event, or high-profile international political summit
. - The Early-Stage Risk Architect: Demonstrated experience writing technical security tenders, scoping host-nation security agreements, and defining perimeter protection parameters from architectural blueprints.
- Elite Command & Crisis Aura: Exceptional, battle-tested leadership capability, with a history of maintaining total tactical clarity and making split-second executive decisions during complex, high-risk operational crises.
- Geographical & Cultural Fluency: Experience operating in the Middle East/GCC region is highly advantageous, with a deep understanding of Saudi Arabia’s security landscape, cultural protocols, and the strategic safety mandates under Vision 2030.
- Qualifications: Bachelor’s degree in Crisis Management, Security Infrastructure, International Relations, Criminology, or a related field. Advanced elite security certifications (e.g., CPP, PSP) or a senior military/police command background are highly expected.
