- Mobility Planning and Operations will serve as the senior strategic and operational authority for the movement of residents, employees, visitors, and service traffic throughout a large mixed-use development. The role will connect public transport operations, road traffic management, autonomous systems, parking, active mobility, event planning, digital technologies, asset management, and financial recovery into an integrated mobility framework. Its purpose is to increase network capacity and reliability while reducing congestion, improving safety, supporting sustainable transport choices, and ensuring new mobility infrastructure is fully ready for live operations.
- Direct day-to-day operations and strategic development of the city 's multimodal transportation network.
- Establish operating strategies for buses, rail or monorail services, autonomous transit, shared mobility, and supporting transport services.
- Oversee transit timetables, service frequencies, fleet deployment, route performance, and capacity planning.
- Monitor transport demand and adjust service strategies to match changing residential, commercial, tourism, and event requirements.
- Develop integrated mobility plans connecting major destinations, communities, entertainment districts, transport hubs, and parking assets.
- Lead planning and operational governance of autonomous shuttle corridors and future automated transit services.
- Establish performance requirements for micro-mobility services including shared bicycles and scooters.
- Direct development of pedestrian and cycling networks that provide safe connections between key destinations.
- Integrate active mobility with public transport stations, car parks, attractions, and community facilities.
- Monitor accessibility, network continuity, safety, and utilization of pedestrian and cycling infrastructure.
- Lead transportation planning for major events and exceptional visitor demand.
- Develop event traffic management, crowd dispersal, park-and-ride, transit surge, and temporary routing strategies.
- Coordinate transport resources to manage large fluctuations in visitor volumes.
- Develop contingency transportation plans for major incidents, network disruptions, emergencies, and infrastructure failures.
- Establish network redundancy routes and alternative service strategies.
- Coordinate mobility emergency response plans with operations, HSE, security, emergency services, and relevant authorities.
- Direct operational deployment and optimization of Intelligent Transportation Systems.
- Oversee adaptive traffic signal strategies and real-time traffic control programs.
- Guide use of automated speed enforcement and other safety technologies where applicable.
- Govern real-time traveler and public transport information systems.
- Work with digital city operations teams to utilize traffic telemetry, IoT data, and predictive analytics.
- Apply AI-enabled congestion forecasting to improve network management and operational decision-making.
- Develop data-driven strategies for corridor optimization and congestion reduction.
- Direct integration of mobility information into city operations platforms and control centers.
- Establish operating requirements for smart car parks across the development.
- Integrate Parking Guidance Systems with wider transportation and destination access strategies.
- Support automated parking billing and digital payment systems.
- Oversee License Plate Recognition and access control integration.
- Coordinate Electric Vehicle charging infrastructure with parking and fleet electrification strategies.
- Monitor parking occupancy, utilization, circulation, demand, and customer experience.
- Develop parking allocation and operating strategies that support destination accessibility without creating unnecessary road congestion.
- Evaluate traffic engineering interventions intended to improve roadway and intersection performance.
- Oversee demand management initiatives where changes in travel behavior can improve network efficiency.
- Coordinate multimodal interfaces between private vehicles, public transport, pedestrians, cyclists, micro-mobility, and autonomous services.
