Development Inspector – City of Roanoke, VA
Job Overview
The City of Roanoke seeks a Development Inspector to perform moderate difficulty inspection activities ensuring compliance with site development regulations. Key responsibilities include inspecting construction projects for compliance with comprehensive development plans, stormwater pollution prevention plans, basic development plans, erosion and sediment control measures, and other environmental issues. The role also involves disseminating technical information verbally and in written correspondence, issuing enforcement actions, and maintaining accurate records.
Essential Duties and Responsibilities
- Inspect construction projects for compliance with approved development plans and stormwater pollution prevention plans.
- Verify construction project availability and proper record keeping of stormwater plans.
- Inspect and monitor erosion and sediment control measures to verify correct installation and maintenance.
- Inspect and monitor pollution prevention measures.
- Inspect the installation of new storm drain and stormwater management facilities.
- Conduct inspections of existing storm water management basins and report conditions and maintenance issues.
- Disseminate technical information on environmental issues, including floodplains, soil conditions, pollution prevention, and land disturbance requirements.
- As an enforcement representative, post site violations, gather evidence for court proceedings, and appear in court when necessary.
- Prepare and maintain accurate records and reports on inspections and office activities.
- Enter inspection data into the City’s permitting system.
- Coordinate project work with other City departments.
- Inform developers of deviations or errors from approved plans and advise corrective action.
- Inspect material received by contractors at the project site to ensure compliance with specifications.
Qualifications
- High school diploma or GED.
- Minimum of 5 years experience and demonstrated proficiency as a Development Inspector.
- Valid, appropriate driver’s license issued by the Commonwealth of Virginia.
- Possession of Erosion and Sediment Control Inspector Certification from the Virginia Department of Conservation and Recreation (or ability to obtain).
- Possession of Stormwater Inspector Certification from the Virginia Department of Environmental Quality (or ability to obtain).
- Strong written and verbal communication skills.
- Ability to read and interpret safety rules, operating and maintenance instructions, procedure manuals, plans, specifications, and blueprints.

Physical Demands
- Regularly required to stand, walk, use hands to handle, and reach.
- Occasionally required to sit.
- Must regularly lift or move more than 25 pounds.
- Requires ability to adjust focus and accommodate frequent noise levels.

- Exposure to high or precarious areas.
- Moderate noise level.
