Position: Inspector I - Building

The position performs building plan reviews and on-site field inspections of properties to verify compliance with the approved construction documents, adopted codes, and ordinances of the City, to safeguard public health, safety and general welfare. This position is also responsible for administrative functions relative to the documentation of plan reviews and inspections.

This is a Rochester Hills GELC, Local 1984 position. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily.

Responsibilities
  • Reviews construction plans and specifications for both residential and commercial to verify compliance with all applicable codes and ordinances. Performs expedited plan reviews.
  • Conducts on-site Inspections to verify compliance with approved drawings and applicable codes and ordinances.
  • Conducts inspections for our CDBG program.
  • Follows up and closes out expired permits.
  • Performs Change of Occupancy inspections on existing buildings.
  • Develops, maintains and updates electronic records of inspections and plan reviews.
  • Investigates complaints from Fire Prevention Inspectors and the general public regarding building safety concerns. Resolves complaint issues which may include writing tickets.
  • Prepares and issues plan review correction letters and inspection violation notices. Tracks violations until resolved.
  • Conducts conceptual plan reviews, pre-construction, and pre-Certificate of Occupancy meetings with contractors, owners, and design professionals to discuss any code items found during the plan review and inspection process.
  • Conducts on-site meetings with contractors and owners during construction to discuss code violations found during inspections.
  • Reviews all documents required by permit conditions during construction, including deferred documents and special inspections, for Code compliance and defects.
  • Educates customers and all stakeholders of code and ordinance requirements.
  • Analyzes complicated industrial procedures and processes to determine if hazardous materials or conditions exist.
  • Provides technical assistance and explains and interprets codes, ordinances, and regulations for design professionals, contractors, owners and the general public.
  • Represents the Building Department at public meetings and court proceedings.
  • Other duties as assigned.
  • Minimum

    Required Qualifications
    • Associates degree in a related field AND three (3) years directly related experience OR High School diploma or GED equivalent AND six (6) years directly related experience.
    • Registration with the State of Michigan under Act 407 as a Plans Examiner and Building Inspector as determined by the State of Michigan.
    • Intermediate proficiency with office computers and related software.
    • Valid Michigan Driver's License with no more than 4 points currently on record.
    • Must obtain the following certifications, from the International Code Council (ICC), within three (3) years of hire date:
      • Residential Building Inspector
      • Commercial Building Inspector
      • Plan Reviewer (either Residential or Commercial)
    Physical and Work Environment
    • This work requires the occasional exertion of up to 25 pounds of force; work requires sitting, frequently requires standing, speaking or hearing, and often requires walking on uneven terrain, stooping, kneeling, crouching, crawling, bending, twisting, pushing, pulling, riding, climbing stairs and ladders, and reaching with hands and arms.
    • Work may involve mobility over rough or difficult terrain. Work is performed daily both in and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, and active construction sites. Work may also be performed above or below ground, to include heights over 10 feet, as well as underground crawl spaces.
    • Work may involve entering and inspecting dangerous buildings that are structurally damaged and/or contain hazardous materials, dust, extreme noise, and poor lighting.
    • Work has standard vision requirements.
