Program Manager – Hope Network
Primary responsibilities include overseeing and managing one or more Hope Network Residential homes, hiring, training, coaching and mentoring direct care workforce members, ensuring compliance with licensing and accreditation standards, meeting performance targets, managing budgets, and documenting progress of persons served.
Responsibilities- Manage the program in accordance with Hope Network’s mission, policies, and compliance standards established by Hope Network, funders, CARF, licensing, and accreditation.
- Be on‑call 24/7 and respond to emergencies.
- Interview, orient, train, and recommend applicants for hire.
- Develop and retain workforce members through performance reviews, discipline, development activities, formal and informal training per the Employee Manual.
- Respond to workforce member needs and questions.
- Act as a role model promoting positive morale and workplace relationships.
- Provide leadership on treatment and programmatic issues.
- Hold regular workforce meetings and use communication logs to ensure information flow.
- Proactively maintain highest care and quality standards, including:
- Implement procedures for routine issues and crisis management.
- Review person‑served plans and coach workforce members.
- Attend and advocate for persons served at PCP meetings.
- Ensure teams are trained and opportunities for development are available.
- Review all incident reports, sign off, and forward to agency designee.
- Review incident reports and corrective actions with workforce members and provide training to prevent recurrence.
- Leadership, support, and direction to workforce members, including:
- Communicate essential information and solicit feedback.
- Respond/follow up on workforce concerns.
- Participate in monthly management meetings and other necessary meetings.
- Promote workforce participation in corporate functions.
- Act as backup during crisis or staffing shortages.
- Maintain staffing levels and schedules:
- Understand treatment plans and ensure appropriate staffing.
- Monitor workforce time clock/timesheet for processing.
- Track hours to keep overtime costs minimal.
- Post schedule at least two weeks in advance.
- Develop positive relationships with external funders, licensing bodies, parents, and guardians.
- Submit all paperwork and records timely (budgets, invoices, licenses, recipient rights, corrective actions).
- Ensure safety by training, monitoring safety programs, conducting simulations, participating in meetings, and implementing emergency evacuation procedures.
- Handle daily operations and maintenance of functions, including vehicle and home maintenance.
- Ensure safe transportation services, vehicle maintenance, and proper documentation.
- Act as liaison between Hope Network and contracting agencies.
- Maintain program spending and track monthly financial reports.
- Promote community inclusion through activities.
- Maintain quality assurance protocols with audits of records, facilities, vehicles, resident charts, claims, and external audits.
- Perform any other functions deemed appropriate by supervisor.
- Bachelor’s Degree in a Human Services area or equivalent with a minimum of four (4) years fieldwork, preferably in management.
- Strong verbal and written communication skills.
- Ability to select, train, coach, and manage diverse teams and hold them accountable to standards.
- Articulate and support the mission of the organization to various audiences.
- Prior staff supervision and residential care experience preferred.
- Prior mental health or rehabilitation setting experience preferred.
- Schedule/plan work in advance and set realistic timelines.
- Knowledge of or ability to learn technological advances.
- Valid motor vehicle operator license with acceptable driving records.
- Work independently with flexible hours, including nights, holidays, or weekends.
- Manage resources, make decisions, and exercise good judgment.
- Provide excellent customer service—courteous, responsive, professional, helpful.
- Know contract requirements for programs/services.
- Ensure 100% of contract/grant compliance reporting delivered on time.
- Maintain emergency crisis protocols and coordinate with services.
