RPU is the largest municipal utility in Minnesota, serving over 57,000 electric customers and 42,000 water customers across a 60‑square‑mile service area with annual revenues near $161 million.

About the Position

We are looking for an experienced coordinator to plan and direct water infrastructure design projects, ensuring proper installation, operation, maintenance, and service. The role involves coordinating with other Rochester departments and private engineering firms as well as with internal engineering, maintenance, construction, purchasing, stores, and accounting sections.

Responsibilities
  • Lead enterprise software implementation and enterprise resource planning (ERP) program upgrades.
  • Administer the backflow prevention program, ensuring compliance with installation, testing, reporting, and enforcement.
  • Implement the American Water Works Association (AWWA) Partnership for Safe Water program and benchmarking program.
  • Consolidate utility data, support performance management, KPIs, and data analytics.
  • Prepare water infrastructure designs and plans for construction, modification, or renovation of water distribution systems, water towers, wells, and pumping stations.
  • Attend pre‑construction and pre‑development meetings; review and approve plans and specifications.
  • Provide technical direction for planning and design of water utility projects.
  • Facilitate and manage design requirements and close and reconcile work orders; ensure as‑built information is entered into GIS.
  • Obtain necessary utility easements and permits at the State, County, Township, and City levels.
  • Analyze engineering data and estimates to prepare budget estimates; determine the most feasible approach.
  • Perform hydraulic modeling, fire flow modeling, and other modeling activities.
  • Maintain and edit water infrastructure information within the GIS system and community development records.
  • Size water meters and determine Water Reclamation Plant investment fees.
  • Provide technical support for enterprise software configuration.
  • Implement process improvements for field staff work assignments.
  • Support data‑driven decision making.
  • Ensure compliance with RPU, AWWA, MDH, EPA, City of Rochester, and all relevant regulations and standards.
  • Collaborate with public departments, contractors, and consultants; resolve disputes and disagreements.
  • Represent RPU at City development meetings and other meetings.
  • Review building permit applications and community development referral requests.
  • Administer backflow prevention program per Minnesota Department of Health requirements.
Minimum Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Industrial Technology, water trades, or related field with one year of experience in infrastructure design, construction, drafting, or project management.
  • OR Associate’s degree in a related field with four years of full‑time experience in the same areas.
  • OR an equivalent combination of education and experience sufficient to perform essential duties.
  • Valid driver’s license.
Desirable Qualifications
  • Experience in water system design, construction, drafting, or project management for a municipal water utility or consulting firm.
  • Considerable experience with Microsoft Office, ArcGIS, hydraulic modeling software, SAP, AutoCAD, and other computer tools.
Pay

2025 salary range: $88,718 – $104,375, with advancement possible to $130,469. Two openings: one permanent and one 18‑24‑month limited‑term position.
