Position Description
Senior Financial Analyst – Rochester Public Utilities (RPU)
RPU is a division of the City of Rochester, MN, the largest municipal utility in Minnesota, serving over 57,000 electric customers and 42,000 water customers. The organization has annual revenues of nearly $161 million and a 60‑square‑mile service area.
Limited Term AppointmentThis position is anticipated to last 18–24 months to support the City of Rochester’s implementation of a new Enterprise Resource Planning software. The appointment is contingent on the availability of allocated funds and favorable performance.
Nature of WorkThe Senior Financial Analyst performs complex budgeting and accounting functions; conducts financial, statistical, and analytical studies; prepares and assists in the preparation of financial and regulatory reports, statements, and claims for reimbursement; and performs related duties as required. The role serves as the financial, budget, cost, and rate analyst for RPU, designing, creating, and maintaining systems for financial transaction recording and operational reporting.
Salary2025 salary range: $88,718 to $104,375, depending on qualifications, with advancement to $130,469.

Key Responsibilities- Develop and monitor the annual budget; coordinate budget model components and provide technical expertise in budget software.
- Offer training and assistance to staff and executives in budget preparation and control.
- Conduct statistical analysis of cash flow and budgets; prepare quarterly budget reviews.
- Prepare the official budget document approved by the RPU Board of Directors.
- Perform complex accounting functions for internal departments, maintain chart of accounts, audit and post general ledger entries, and reconcile account balances.
- Review documents and claims for accuracy, completeness, and regulatory compliance; coordinate year‑end closing.
- Lead work order closing and fixed‑asset unitization processes.
- Monitor accounts receivable and payable; verify financial reports for accuracy.
- Research and analyze financial data for internal and external stakeholders.
- Create and maintain files using database and spreadsheet programs; produce multi‑year forecasts using statistical methods.
- Prepare cash forecasts and manage deposits to or draws from the City Investment Pool.
- Prepare complex financial reports required by the City Charter and regulatory agencies (FERC, MISO, EIA, MN Department of Commerce).
- Assist in compiling data for cost‑of‑service studies and subsequent rate design.
- Maintain rates in the billing system for commodity, demand, and customer charges, and calculate the Power Cost Adjustment (PCA).
- Manage cash draws for construction funds and debt payments.
- Bachelor’s degree in Accounting, Finance or a closely related field from an accredited four‑year college or university.
- Three years of full‑time employment experience in a related area.
An equivalent combination of education and experience sufficient to perform the essential duties may also be considered.
Licenses and Certifications- Valid driver’s license.
Master’s degree in Business, Accounting or Finance;
Certified Public Accountant (CPA);
Certified Management Accountant (CMA).
Physically, the role is sedentary. Employees may be required to exert up to 10 pounds of force occasionally and perform tasks such as sitting, standing, walking, bending, lifting, and reaching. No significant exposure to environmental hazards is anticipated.
