The Chief Financial Officer (CFO) is responsible for the overall financial management of the Diocese, including budgeting, accounting, financial reporting, investments, risk management, and compliance. The CFO ensures that all financial practices align with canon law, civil law, and the ethical teachings of the Catholic Church. This role requires a strategic thinker with a deep commitment to the Church’s mission and values.

The Chief Finance Officer (CFO) is responsible for ensuring that the Diocese of Winona-Rochester has the proper policies, procedures, and controls in place for the effective financial administration of the Diocese. Additionally, he/ she ensures that appropriate and adequate personnel and technical systems are in place to effectively perform the required financial duties, ensure financial strength, and provide operating efficiency.

As an ecclesiastical office mandated by the universal law of the church, the essential canonical qualifications and duties are established in the 1983 Code of Canon Law, canon 494. Allowing for variations, this position oversees all financial and other related functions, including budgeting, accounting, and investments. This Curia-level position reports directly to the Diocesan Bishop and works collaboratively and in consultation with the Vicar General / Moderator of the Curia.

Responsibilities

Complete oversight of the financial operations of the Diocese of Winona-Rochester.

Financial Reporting, Analysis, and Controls, including:

  • Timely, accurate, and complete reports to the Bishop and others as appropriate on the operational status of the Diocese, including progress toward goal attainment.
  • Development and monitoring of the overall budget process for all Curia Offices at the Diocesan Pastoral Center. Makes recommendations as to available resources and financial limitations.
  • Prepare monthly, quarterly, and annual financial statements for diocesan administrative offices, diocesan management, finance council, and appropriate external organizations.
  • Implementation and evaluation of financial policies and practices of the diocese to ensure that financial goals and objectives are met in accordance with canon law, policies established by the Bishop, and government regulations.
  • Analyze and make recommendations pertaining to all financial decisions and questions facing the diocese, its parishes, and other affiliated entities.
  • Oversee other diocesan financial programs, including the account functions for accounts receivable, deposits, and accounts payable.
  • Oversees the Financial Administration of the Catholic Foundation of Southern Minnesota through a service agreement with the Diocese of Winona-Rochester.
  • Oversees the Financial Administration of the Immaculate Heart of Mary Seminary through a service agreement with the Diocese of Winona-Rochester.
Administrative, Legal, and Audit, including:
  • Oversee the planning and completion of the diocesan annual audit process.
  • Engage and interact with legal counsel on issues pertaining to diocesan affairs.
  • Assist in reviewing all contracts, trusts, deeds, affidavits, and other legal documents submitted to the Bishop for execution.
  • Serve as administrator of the Pension Plan for Priests of the Diocese of Winona-Rochester.
  • Administer the Diocesan Self Insurance program for property, liability, automobile, and workers' compensation.
  • Administer the Diocesan Internal Audit Program in conjunction with the Internal Audit Coordinator and the Parish Support Coordinator. Includes internal control, design, implementation, and follow‑up of parish, school, and cemetery audits.
  • Review all diocesan acts of extraordinary administration. Facilitate acts of extraordinary administration that require the consent of the Diocesan College of Consul tors.
