IT Analyst - RPU

The City of Rochester welcomes applications for the IT Analyst role at Rochester Public Utilities (RPU), a division of the City of Rochester, MN. RPU is the largest municipal utility in the State of Minnesota, serving over 57,000 electric customers and 41,000 water customers across a 60‑square‑mile service area with annual revenues near $161 million.

Limited Term Appointment

This position is anticipated to last 18–24 months to support the City of Rochester’s implementation of a new Enterprise Resource Planning software. It is contingent upon the availability of allocated funds and favorable performance by the incumbent.

Nature of Work

This position is responsible for developing, implementing, and supporting software application systems. Responsibilities include business process analysis; project management; software application design, implementation, and support; data analysis and reporting.

Responsibilities
  • Manage projects effectively following IT Project Management requirements and best practices.
  • Design applications and solutions.
  • Prepare specifications and implementation plans.
  • Implement and maintain applications.
  • Provide maintenance support, including troubleshooting, enhancements, and upgrades.
  • Perform data analysis and reporting.
  • Understand the current operating environment and utilize development tools effectively.
  • Work closely with stakeholders to understand, document, and communicate requirements.
  • Provide guidance on business process and technical feasibility.
  • Deliver ongoing status reports to ensure user expectations are being met.
  • Lead and participate in projects throughout the organization, ensuring successful outcomes.
  • Document, update, and report throughout project life cycles, including scope, deliverables, budget, timeline, risk, and constraints.
  • Facilitate communication, including meetings, updates, schedules, charts, and reports.
  • Review and analyze business processes, providing recommendations for improvement.
  • Prepare specifications for presentation, workflow, business rules, and data management based on design guidelines.
  • Ensure specifications meet internal standards and receive user approval.
  • Prepare implementation scope, budgets, and timelines based on detailed specifications.
  • Maintain project controls to ensure scope, budget, and timelines are met.
  • Configure, code, test, and debug applications to specifications.
  • Document application and internal process flows accurately.
  • Install applications and ensure proper interaction with existing systems.
  • Develop and provide user training as required.
  • Troubleshoot processing problems and recommend solutions independently or with service providers.
  • Enhance applications to conform to changing requirements.
  • Support ongoing maintenance and upgrades.
  • Design, develop, implement, and maintain databases/data systems; ETL processes to support operational and analytical applications.
  • Acquire, organize, and analyze data using statistical techniques and tools.
  • Develop and implement data collection systems and other strategies to optimize statistical efficiency and data quality.
  • Develop and provide ongoing support for queries, reports, and dashboards.
  • Stay abreast of industry changes and recommend improvements to information system performance.
Minimum Qualifications
  • Bachelor’s degree in computer science or a closely related field from an accredited four‑year college or university AND one (1) year of full‑time employment experience.
  • OR Associate’s degree in computer science or a closely related field from an accredited post‑secondary program AND five (5) years of full‑time employment experience.
  • OR an equivalent combination of education and experience sufficient to perform the essential duties of the job.
Desirable Qualifications
  • Experience in business analysis, project management, and technical training; application development, implementation, and support; database management, data engineering, and data analytics.
  • Project Management Certification.
  • Experience with application development in Microsoft Azure, Office 365, Power Platform, SharePoint.
  • Proficiency with SQL, Java, JavaScript, Python, and Data Analysis Expression (DAX).
