Statement of Duties
Perform manual work of a skilled nature installing, troubleshooting and maintaining the City’s water meters and curb stops; all other related work as required.
Work to anticipate, meet, and exceed customer service expectations in a positive and professional manner.
SupervisionEmployees in this classification perform duties under the general supervision of the Chief Operator and Utilities and/or Billing Supervisor. Most work is standardized; when it is not, employees look to the supervisor for guidance. The supervisor evaluates work while in progress or upon completion. Safety precautions must be observed at all times.
Job EnvironmentWork is generally performed indoors and outdoors, with frequent exposure to hazards associated with heavy equipment construction sites. Some work is performed indoors pertaining to the repair and maintenance of water meters and equipment, inside confined spaces such as meter pits and utility closets if necessary. Employees may be required to work overtime, nights, and weekends.
Employees operate motorized equipment and vehicles. Errors could result in delays or loss of service, personal injury, monetary loss, injuries to other employees, damages to building and/or equipment, and legal liability issues for the city.
The employee has daily contact with the public, scheduling appointments with customers for installations and maintenance of water meters and services. Entry into private property is common. The employee also contacts supervisors daily to receive orders and exchange information on departmental matters, and contacts other city staff or affiliated state agencies as necessary, by telephone, in person, electronic mail, or radio dispatch.
EssentialFunctions
- Performs a variety of routine and repetitive tasks, with work checked during progress and upon completion for satisfactory performance.
- Installs and maintains residential and commercial water meters.
- Performs troubleshooting and testing of water meters to ensure accuracy; performs basic plumbing installations.
- Assists with labor on excavation sites, paving, hauling and flagging.
- Utilizes site plans, tie cards and pipe/metal locating devices to locate and operate exterior water shut-offs.
- Operates electronic devices such as specialized meter reading handhelds, laptops and tablets.
- Moves furniture and equipment; may be required to pick up and deliver supplies and materials.
- Loads, unloads, moves and transports materials, equipment, freight and supplies; assists in handling and storing stock.
- Operates motor vehicles, hoists and portable equipment as required; works on grounds, building and roadways; assists with winter operations.
- Establishes and maintains effective working relationships with employees and the public.
- Attendance is an essential function of this position.
High School degree or equivalent.
Special RequirementsPossession of a valid driver’s license.
Knowledge, Ability and Skill Knowledge- Knowledge of the use of power and hand tools, including soldering tools, and in the operation of motorized equipment.
- Knowledge of the processes and equipment involved in treatment plants, facilities and water meters.
- Ability to establish and maintain effective working relationships with others.
- Good mechanical ability.
- Ability to provide excellent customer service.
- Ability to understand and follow oral and written instructions.
- Skill in the use of power and hand tools.
Moderate to heavy physical effort is required in performing work. Occasionally required to move (push, pull, lift or carry) objects weighing up to 50 pounds. Ability to lift heavy objects and occasionally perform some strenuous work under varying weather conditions. Must be able to walk, stand, stoop and crouch for long periods of time. Must be able to talk, listen and hear.
The position has normal vision requirements, including the ability to adjust focus at close and distant vision.
