Position: Manager of Environmental Quality - Open Competitive Exam
Location: City of Rochester

General Description

The employee in this professional and technical title manages the City's brownfield cleanup, environmental protection and compliance program as well as special long term redevelopment projects. This employee is the City's primary representative to federal, state, and local officials for identification, characterization, and clean-up of City facilities, brownfield sites, and hazardous waste sites within the city and on city-owned land. This employee also establishes and enforces environmental management policies and procedures for the City and provides a variety of redevelopment support and project management services to other departments.

Work is performed primarily in an office environment, with occasional inspections of outdoor sites. General direction is received from the Commissioner. Supervision is exercised over technical and clerical staff. Related work is performed as required.

Typical Work Activities
  • Manages and develops priorities and strategies for clean-up and redevelopment of brownfield sites;
  • Evaluates and approves staff recommendations for City policies related to environment management, hazardous materials, compliance actions, waste management, risk control and communication, and related issues;
  • Researches, identifies, prepares, and submits state and federal funding grant and appropriations requests for brownfield cleanup and redevelopment projects;
  • Manages projects involving the investigation, remedial planning, cleanup, and redevelopment of brownfield sites;
  • Prepares requests for proposals, plans, and contract documents, selects consultants, monitors progress and recommends contractors’ payments;
  • Reads, analyzes, and writes technical reports, which may include information such as toxicological and chemical analyses, environmental regulations, environmental case law and court decisions, and other complex data;
  • Develops annual project and program work plans and prepares operating and capital budget requests;
  • Negotiates project activities with state and local agencies, attempting to find legally acceptable and cost effective strategies for compliance, permitting and brownfield clean up redevelopment;
  • Represents City on several external committees concerned with environmental protection and clean up;
  • Presides over public meetings and speaks to groups concerning brownfield sites and project activities, possible site impact on the community;
  • Tracks state and federal environmental legislative and regulatory issues and develops related City policy position;
  • Coordinates implementation of redevelopment projects associated with the City’s Local Waterfront Revitalization Plan;
  • Coordinates with local, state, and federal agencies and other stakeholders on the development of harbor management plans and jointly funded projects that support revitalization of the Port of Rochester;
  • Supervises staff: plans and assigns work, evaluates performance, recommends personnel actions;
  • Acts as Commissioner in his or her absence .
Minimum Qualifications

I. Bachelor's or Master's degree in geology, biology, chemistry, environmental science, sanitary engineering, public health, or a closely related field;
AND four (4) years of professional experience managing environmental protection programs, including disposal of hazardous materials.

OR

II. Bachelor's or Master's degree in public administration, planning, or business administration,
AND five (5) years of experience as described in I.

SPECIAL REQUIREMENT:

Valid NYS Class D (5) operator's license at time of appointment.

Preparing written material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences, followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order.
