Safety and Health Inspector/Trainee – Rochester (NY HELPS)

Location:

Rochester, NY – part of the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program.

Base pay range

$53,764.00 per year – $76,359.00 per year.

Standard Duties

The incumbent in the Division of Safety & Health (DOSH) will plan, schedule, and conduct safety and health inspections of selected work sites such as state, county, city, and town offices. Inspections may also occur at places of public assembly, ski areas, carnivals, fairs and amusement parks, explosive magazines, power scaffolds, window‑washing operations, and may include asbestos abatement projects. These inspections aim to ensure compliance with established standards, identify unsafe conditions and work practices, and protect workers and the public.

Qualifications

NY HELPS Minimum Qualifications (non‑competitive appointment)

  • Four years of field inspection experience in enforcement of building laws, codes and regulations or in an occupational or public safety setting (evaluator or inspector for a public or private organization), or four years of experience in an apprenticeable trade in the manufacturing or construction industries, or active‑duty military, or fire protection, which must include enforcement of safety standards by workers in that trade;

    OR four years of experience with asbestos or mold inspections or abatement.

Substitution for the trainee level

  • Associate degree = 2 years of specialized experience.
  • Bachelor’s degree = 4 years of experience.
  • Master’s degree = 5 years of experience.
  • Doctorate = 6 years of experience.

Standard Safety and Health Inspector (competitive level)

  • Five years of field inspection experience in enforcement of building laws, codes and regulations or in an occupational or public safety setting (similar to the trainee level, but five years of experience).

Substitution for the standard level

  • Associate degree = 2 years of specialized experience.
  • Bachelor’s degree = 4 years of experience.
  • Master’s degree = 5 years of experience.
  • Doctorate = 6 years of experience.

Competitive Minimum Qualifications

  • Must meet one of the permanent competitive qualifications listed in the most recent examination announcement.
  • Provide the last four digits of your SSN in your email response or resume.
  • Valid New York State motor vehicle license is required; candidate must be able to meet transportation needs of the position.

55b/c Qualifications

  • Position is designated 55b/c; submit a copy of the 55b/c letter when applying.

Reassignment Qualifications

  • Current DOL employees with one year of permanent or contingent‑permanent, or 55b/c service as a Safety & Health Inspector/Trainee; if less than one year, must be reachable on the current list.

70.1 Transfer Qualifications

  • One year of permanent, contingent‑permanent, or 55b/c service as a Salary Grade 12 or higher determined to be similar by Civil Service.

Preferred Qualifications

  • Ability to initiate and maintain relationships across diverse stakeholders.

Additional Comments

  • This position may require a fingerprint background check prior to appointment.
  • A medical examination is required prior to appointment and periodically thereafter to reassess the ability to perform essential duties; applicant is responsible for the clinical laboratory test fee.
  • Candidate with no previous state service will begin at the starting rate of the salary range.
