As the Chief Program Security Officer (CPSO) at L3

Harris Space & Airborne Systems, you will manage all security activities related to the IC & DoD program portfolio. Responsibilities include overseeing SCIF operations, personnel security, program support, physical security, document control, badging, access control, and implementing national security directives with emphasis on NISPOM.

• Execute CPSO responsibilities – tactical operational control of secure areas and program security office duties.
• Administer personnel security requirements, including CONOP writing, program protection plans, access briefings, and clearance maintenance.
• Track annual and escort training, initial security briefing, and debriefing for all cleared personnel.
• Manage SCIF operations in accordance with directives and program guidance.
• Establish and execute security policy, procedures, and protocols in line with National Industrial Security Program requirements.
• Investigate security incidents, violations, and prepare internal and external reports.
• Communicate with external customers (government, contractors, former employees) and internal L3
  
  Harris teams.
• Interface with alarm monitoring facilities to secure controlled areas.
• Perform physical security duties, including access control and facility modifications.
• Handle classified material and accountable items responsibly.
• Participate in IC community security assessments.
• Manage visit requests to secure areas.
• Create and maintain continuity books and procedures.
• Update Fixed Facility Checklists (FFCs) and related documents per customer guidelines.
• Adhere to corporate policies on intellectual property, PII protection, insider threat, and related policies.

• Active Top Secret/SCI clearance required.
• Bachelor’s degree with a minimum of 9 years of relevant experience; or a graduate degree with at least 7 years; or 13 years in lieu of a degree.

• Completion of an accredited CSSO course or other professional certifications.
• Excellent written and oral communication; proactive team player.
• Effective interfacing with corporate management and government customers.
• Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint).
• Experience with security management software and applications.
• Highly organized, able to manage multiple priorities and deadlines.
• Self‑started, disciplined, detail‑oriented, independent in high‑volume environments.
• Knowledge of NISPOM, ICDs, and information system security.
• Experience implementing NISPOM requirements and ICD 705 standards.
• Familiarity with SCIF operations in manufacturing/testing.
• Proficient in program protection plans and CONOP writing.
• Leadership experience guiding security projects.

In compliance with pay transparency, the salary range for this role in New York State is $91,500 – $170,500. Compensation is based on experience and location.
