Position Overview/Duties
The Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of a 9-foot navigation channel on 314 miles of the Upper Mississippi River and 268 miles of the Illinois Waterway, as well as the operation of 18 lock and dam sites. The Operations Division also manages multiple flood control reservoirs (three in Iowa and two in Illinois) which proactively reduce flood risk to downstream communities.
We are seeking an experienced professional to serve the District as the Deputy Chief of Operations. This opportunity includes:
- Supervising the Technical Support and Management Support Branches of the Operations Division, providing direction and guidance to at least 36 team members.
- Serving on various Boards, Working Groups, and Councils, coordinating with various offices throughout the District and across Mississippi Valley Division to ensure the efficient and safe execution of the District’s Operations and Maintenance missions.
- Developing budgets and tracking Operations and Maintenance execution in the Navigation, Flood Risk Management, Recreation, Environmental Stewardship, and Water Supply Business Lines.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement for all Engineering series:
A bachelor's Degree in engineering from an ABET accredited program. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
(b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Minimum Education Requirement for General Natural Resources Management and Biological Science series:
A bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Minimum Education Requirement for General Physical Science series:
A bachelor's degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
Minimum Experience Requirement:
One year of specialized experience equivalent to the GS‑13 level in Federal service, which includes:
1) executing Operations and Maintenance projects;
2) coordination and collaboration with support offices;
3) advising senior leaders on the status of Navigation, Flood Risk Management, Recreation, Environmental Stewardship and Water Supply projects;
