Overview / Duties

The Rock Island District's Programs and Project Management Division provides resource analysis, evaluation, and management services in support of a wide variety of water resource needs and goals, support to military and emergency missions, and other requested support for customers, partners, and stakeholders. Currently, the District is seeking an experienced professional to serve as a Project Manager.

Responsibilities include:

  • Managing efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of civil works projects in the district. This program consists of a mix of major construction projects and annual smaller projects, all of significant variety.
  • Exhibiting and applying extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices, as well as methods, practices, and processes of planning, real estate acquisition and management, engineering, construction, and negotiation disciplines. Possesses a broad technical background, an understanding of the Corps of Engineers procedures, authorizations, and appropriation processes, and a strong management background.
  • Integrating sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations, including various functional elements within the district.
  • Establishes responsibilities, sets expectations, and controls/manages assigned project budgets and schedules to ensure that District commitments to the sponsor/customer are met.
  • Serving as the district's primary point of contact for sponsor/customers and other external agencies on assigned projects.
Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Industrial Base (DIB) to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Experience Requirement: To be eligible for a reassignment or promotion to the GS-13 grade level, applicants must demonstrate performing specialized experience for one year at the GS-12 level (or equivalent). To be eligible for a promotion, you must also meet the OPM one year time in grade requirement serving at the GS-12 level. Candidates’ qualifications will be verified by CHRA Staffing Team before any offer is made.

Specialized

Experience:

Program/Project Manager (PPM) Career Development Plan (CDP) Level 1 certification is required.
