GENERAL DESCRIPTION:

Performs inspections of surface and underground mining operations using appropriate equipment and instrumentation to evaluate compliance with state mining safety standards and related regulations. Investigates mining accidents, fires, and explosions; interprets and applies Wyoming laws governing mining and milling operations; and prepares comprehensive reports detailing findings, conclusions, and recommended corrective actions.

ESSENTIAL FUNCTIONS:

The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

* Mine Inspections to include conducting inspections of every mining operation and mining contractor in the area of responsibility at least twice per year. Inspections will be for the purpose of ensuring compliance with all Wyoming Mining Law and regulations and will include all equipment, facilities, and work areas of both surface and underground operations.

* Compiling and submitting a comprehensive report of inspection findings, violations cited, and recommendations for improvement. The Deputy Inspector is also responsible for ensuring all violations are properly abated by the mine operator or contractor.

* Traveling to Mining Operations - Deputy Mine Inspectors are expected to travel to each mining operation they inspect within their area of responsibility. This area may span multiple counties and miles. On average, the Deputy Inspector will travel over 25,000 miles per year, requiring a state vehicle.

* Continuing Education - Deputy Mine Inspectors are encouraged to continually educate themselves regarding mining safety and regulations. This can be accomplished through attending safety trainings, safety conferences, and personal study of rules and regulations.

* Investigation of Hazard Complaints, Serious Accidents and Fatalities - While our mission to to help prevent hazardous conditions, serious accidents, and fatalities, Deputy Mine Inspectors are required to investigate these incidents when they occur. This involves a thorough investigation of the incident to identify root causes, possible violations, and to assist in identifying preventative measures to avoid similar incidents in the future.

The Deputy Mine Inspector is required to submit a comprehensive report of the investigation findings and recommendations.

Qualifications

KNOWLEDGE:

* Knowledge of safe work practices for both surface and underground mining operations.

* Familiarity with the Mining Laws of the State of Wyoming and how to achieve compliance with such.

* Ability to effectively communicate both verbally and in written form.

* Good time management and organizational skills in order to effectively schedule and complete inspection requirements.

* Objectivity is crucial in inspections and investigations, requiring the exclusion of personal biases, prejudgments, or conflicts of interest to ensure findings are based solely on factual evidence.

* Prioritization and focus are crucial for effective self-management and consistently staying on task.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree in Engineering

Experience:

10 years of progressive work experience in mining in above and below-ground operations. Per statute, deputy mine inspectors must be at least 35 years of age at the time of hire.

Certificates, Licenses, Registrations:

Possess a Wyoming Mine Foreman's Certificate

Qualified Elector of the State of Wyoming

OR

Education & Experience Substitution:

15 years of progressive work experience in mining experience in above and below ground operations; deputy mine inspectors must be at least 35 years of age at the time of hire.

Certificates, Licenses, Registrations:

Possess a Wyoming Mine Foreman's Certificate

Qualified Elector of the State of Wyoming

PHYSICAL

WORKING CONDITIONS:

* Pre-employment and periodic physical examinations may be required to confirm fitness, particularly concerning cardiovascular/respiratory health and the ability to safely wear a respirator.

* Applicants must have the ability to walk long distances; climb ladders; stand for extended periods; and stoop/kneel or crouch at ground level or in constrained spaces.

* Applicants must be able to lift and carry up to 50 lbs.

* Applicants must possess excellent corrected vision and depth perception and be able to identify warning lights and gas detector displays in low-light conditions

* Applicants must be able to perceive and distinguish spoken voice while wearing required hearing protection and be able to speak clearly and loudly to communicate in high-noise environments

* There is a potential exposure to various chemicals, noise, thermal exposures, physical hazards, etc.
