The Director, Capital Projects is responsible for managing the site capital program and executing all capital projects from business analysis to completion. This includes overseeing the overall project portfolio and individual projects, ensuring appropriate tracking, reporting, and management of all capital‑related items. The role leads the ranking, prioritization, and selection of capital opportunities to align resources with site and corporate business objectives.
Responsibilities also cover facility master planning, site shutdowns, and ensuring capital investment supports the strategic business objectives of the site. This position is onsite in Rockville, MD.
- Deliver the site capital projects portfolio in accordance with GSK’s policies and procedures.
- Provide management and tracking of the capital portfolio to ensure business objectives are achieved.
- Manage individual capital projects across various business areas (process, facilities, utilities, automation, infrastructure, labs, and offices):
- Demonstrate strong project management skills (schedule, cost, communications) and coordinate external and internal resources to execute projects on time and cost‑effectively.
- Create and maintain facility master planning and supporting documents.
- Maintain plant and facility condition assessment documents.
- Lead the effort to identify, prioritize, and recommend capital opportunities to site leadership.
- Define procurement strategy and its implementation for construction services and equipment suppliers, collaborating with Global Shared Service Procurement and Site Procurement leads.
- Implement consistent project control strategy using the Project Management Framework for cost forecasting, change control, physical progress measurement, invoicing, resources, and document management.
- Support the Engineering Department as required for capital initiatives.
- Ensure projects comply with applicable standards, policies, and regulations (Global Engineering Standards, GSK policies, cGMP, and other regulatory requirements).
- Ensure smooth handover of responsibilities and expertise to operations at project completion.
- Design project organization structures, define team member roles, and assign work responsibilities.
- Communicate concerns, issues, project status, performance, and improvement suggestions to Engineering and Site Leadership.
- Lead site shutdowns driven by capital improvements or upgrades, coordinating closely with operations.
- Lead the site’s long‑term capital investment strategy based on the facility investment plan and plant and facility condition assessment.
- Bachelor’s degree in Engineering or Science.
- 10+ years of experience in capital project management.
- 10+ years in a biotech or pharmaceutical facility.
- 5+ years of experience with production operations.
- Master’s degree in Mechanical, Electrical, Process Engineering, Facilities Management, or related field.
- Strong engineering technical skills in mechanical, chemical, and electrical disciplines.
- Experience leading and motivating large matrixed teams.
- Accelerated change‑management expertise.
- Familiarity with FDA and cGMP requirements and with implementing procedures to meet such guidelines.
- Strong organizational skills.
- Leadership experience that includes building design requirements, staffing organization, licensing, and clinical operating procedures.
- Base salary for new hires ranges from $184,800 to $308,000 for locations in Cambridge, MA;
Waltham, MA;
Rockville, MD; or San Francisco, CA. - Salary determination considers location, skills, experience, education level, and market rate.
- Position offers an annual bonus and eligibility to participate in a share‑based long‑term incentive program dependent on the role level.
