WHO WE ARE

This newly created office provides technical direction, centralized oversight, and guidance to outside entities receiving County grants, and County departments seeking grants from outside agencies. Responsible to maximize the efficiency of all grants received and awarded by the County, while ensuring public transparency, ethical practice, racial equity, and social justice in grants management. This Office is responsible to develop, maintain and guide County's grant policy and serves as advisor to the Executive Branch departments.

Oversees all grants received and awarded by the County and reports activity to all stakeholders. Engages in community outreach and establishes effective working relationships with departmental administrators, managers, senior staff, representatives of public and private sector agencies, businesses, groups, and associations throughout the community.

WHO WE ARE LOOKING FOR

The Office of Grants Management (OGM) is looking for an Outgoing Grants Program Manager II (Grade N25) to provide oversight, guidance, and support to County departments implementing competitive grants programs and administer grant agreements awarded through these programs to outside entities. The position will manage the County’s online grant application platform, develop trainings and other support resources for both departments and applicants to County programs, and focus on integrating Racial Equity and Social Justice considerations into all aspects of outgoing grants management.

This position will also represent OGM in internal venues, such as briefings of senior leadership or the County Executive, as well as public forums, such as Council hearings or community events, while backstopping other OGM staff as required. While some in-person work is required, the position will have the option of teleworking up to three days per week, after the first three months of probation.

We are looking for an ideal candidate who possesses the following:

Grantor Subject Matter Expertise
  • Understands the importance of grants as a tool for nonprofit services and economic development.
  • Has grantor experience with competitive grant programs, oversight, compliance best practices, as well as leading the design and management of equitable grant competitions.
  • Operationalizes Racial Equity and Social Justice (RESJ), or related inclusion, considerations into competitive grant programs and awards for more equitable outcomes.
  • Manages overlapping, recurring grant cycles with program-specific nuances and concurrent responsibilities.
  • Proficient in developing grantor-related support resources and providing effective training, technical support, and customer service to both internal County and external community stakeholders.
  • Communicates effectively face-to-face, in writing, and in video conference calls with diverse communities and stakeholders with varying levels of experience applying for or implementing grants.
Information Technology Skills
  • Experienced in managing a grant management platform (i.e., Euna Solutions, Amplifund, Submittable, SM Apply, State, Federal, or similar platform), to develop new competitive grant program modules, manage competition and review cycles, manage awards, support applicants and reviewers, and generate reports.
  • Basic coding, website management, or related skills to maintain content and support resources on both OGM's Intranet and public internet sites.
  • Utilizes online workflows and tracking systems, as well as creating support resources to streamline their use.
