ResponsibilitiesGLOTECH, Inc. seeks a COMSEC Custodian /Special Device Inventory Manager (OCONUS) to join our team in support of projected new work with our military client.
This position requires an active Secret government clearance. Deployment position to TBD OCONUS Location.
The COMSEC Custodian/Special Device Inventory Manager performs receipt, temporary storage, and transfer services for U.S. DoD provided single or two-person special access control devices, COMSEC equipment, FMS customer host nation provided COMSEC equipment, documents, keying, and other materials; trains FMS host nation personnel in proper custodianship; safeguards; and conducts periodic inventories and inspections.
- Performs receipt and updates of the inventory database when a shipment arrives.
- Safeguards and distributes special devices, COMSEC equipment, and material to work locations.
- Addresses obsolescence and facilitates repair or disposal.
- Provides installation support and performs troubleshooting.
- Compiles and submits inventory reports to relevant U.S. agencies.
- Updates inventory status at COCOM meetings (e.g., CCIB, CIWG).
- Submits transfer, destruction, and possession reports to appropriate U.S. DoD offices.
- Serves as liaison between host country authorities and U.S. DoD agencies such as COCOM, NSA, ODC.
- Coordinates with the ODC for FMS case repairs or replacements.
- Provides inventory and COMSEC subject matter expertise for technical investigations.
- Attends relevant U.S. training or conferences to stay updated on controlled cryptographic items.
- Provides training and technical support to OCONUS host country personnel, including COMSEC Responsible Officer training.
- Participates in stakeholder meetings, including briefing and drafting meeting minutes.
- Stays informed of new requirements from U.S. agencies.
- Provides a Trip Report for travel related to special inventory or COMSEC meetings.
- Develops and maintains a Distribution Plan for keying material control.
- Provides necessary equipment, such as cables and office equipment.
- Adheres strictly to U.S. DoD policies, NAG 14C and 18A, NSTISSI 4000 Series, NSA COMSEC policies, and COCOM MOAs.
- Performs security and IA procedures:
- Reports any security violations to the USG COMSEC Manager.
- Reports any incident that affects maintaining a SECRET clearance.
- Completes and maintains annual DoD IA training.
- Coordinates facility and security management with the COCOM and COR.
- Maintains a directed courier card for transport of COMSEC devices and material.
- Minimum of a High School Diploma and 5+ years of relevant COMSEC support and/or industrial security experience.
- Must possess & maintain at least a DoD Secret clearance with the ability to obtain a TS/SCI clearance if required.
- Working knowledge of NISPOM and other DoD security guidance.
- Ability to implement and manage industrial security processes/best practices.
- Ability to interpret and administer security doctrine, provide guidance, and recommend policy modifications.
- Aptitude to develop an effective security awareness, training, and education program.
- Ability to track and conduct COMSEC material inventories.
- Ability to maintain lock & key records and conduct physical security walkthroughs.
- Ability to investigate and report suspicious or unusual occurrences and coordinate with security agencies.
- Ability to issue employee identification cards and validate authorization for restricted areas.
- Basic knowledge of processing personnel for security clearances.
- Ability to conduct initial security briefings, debriefings, indoctrinations, pre- / post-foreign travel briefings and refresher briefings.
- Ability to support DSS or other customer security assessments.
- Communication skills to maintain positive relationships with internal/external customers.
