RIVA Solutions supports the U.S. Department of Health and Human Services (HHS) Program Support Center (PSC) by providing operational and technical expertise for enterprise financial management systems. These systems enable department-wide financial operations, reporting, compliance, and federal mandate implementation across HHS Operating Divisions.
This role supports HHS’s Oracle E-Business Suite (EBS) Federal Financials environment, which underpins core accounting services, procure-to-pay workflows, budget execution, and financial reporting. RIVA’s work ensures system stability, regulatory compliance, and continuous improvement in support of mission-critical federal financial operations.
Position Overview
RIVA Solutions is seeking an experienced Oracle E-Business Suite Techno-Functional Expert to support HHS PSC in a billable capacity. This role serves as part of a Tier II operations and support team, providing deep functional and technical expertise across Oracle EBS Financial modules.
The ideal candidate is hands-on, customer-focused, and experienced in supporting production Oracle EBS environments. This individual will support day-to-day operations, issue resolution, testing, system enhancements, and federal mandate implementations (such as G-Invoicing), while working closely with business users and technical teams. Core Responsibilities
• Provide functional and technical expertise across Oracle EBS Financial modules
• Support operations and maintenance activities for PA, AR, AP, PO, iProcurement, GL, FV, including Month-End and Year-End Close
• Support implementation and stabilization of federal mandates such as G-Invoicing
• Triage, analyze, and resolve Oracle EBS application issues received via the Help Desk
• Translate business requirements into system requirements and configuration solutions
• Support integration testing, user acceptance testing (UAT), and release cycles
• Develop ad-hoc SQL and PL/SQL queries, reports, and data analyses to support RFIs
• Perform data entry, configuration setups, and system adjustments as required
• Troubleshoot and resolve technical and functional issues involving configurations, data fixes, and CEMLIs
• Support ITSM processes including Incident, Service Request, Change Request, and Root Cause Analysis activities
• Provide customer outreach and support, including user training, job aids, and office hours
• Support organizational change management activities related to system and process updates
• Operate effectively in a fast-paced Agile environment
Minimum Qualifications
• Bachelor’s degree in Computer Information Systems or a related field
• 6+ years of experience supporting Oracle E-Business Suite (R12)
• Strong experience providing O&M support for Oracle EBS Financial modules, including: ◦ iProcurement ◦ Purchasing (PO) ◦ Accounts Payable (AP) ◦ Accounts Receivable (AR) ◦ Budget Execution (BE) ◦ Projects (PA)
• Working knowledge of Oracle Forms, Reports, Workflow, SQL, and PL/SQL
• Experience supporting Procure-to-Pay processes and federal accounting workflows
• Experience working with CEMLIs
• Proven ability to investigate and resolve production issues and perform root cause analysis
• Experience supporting requirements gathering, workshops, documentation, and testing activities
• Experience working in an ITSM / Help Desk environment
• Strong written and verbal communication skills
• Ability to adapt to evolving business processes and technical environments
• Proficiency with Microsoft Teams, One Note, Planner, and Excel
